で「十数以上もの会社がアメリカの規制当局に、インターネットサービスを提供するための衛星を飛ばす許可を求めている。全てが消費者向けではなく、中には壮大で地球規模の野望を持っている会社もある。」という意味になります。

More than a dozen companies で「十数以上もの会社」となります。
dozen は「1ダース（12個）」を意味しています。
きっかり十二個という意味だけではなく、「十数個の、たくさんの」という意味でも使います。
例：in a dozen ways「いろいろな方法で」

have asked U.S. regulators for permission to で「アメリカの規制当局に～する許可を求めている」です。
have asked と現在完了（present perfect）なので「今まで求めてきている」という意味合いですね。
regulator とは「（いろいろな事業などを行う上での）政府の規制当局」という意味になります。
アメリカの航空宇宙関連ですから、NASAや連邦航空局などを指していると考えられます。
ask ～ for permission なので「～に許可を求める」です。
permission は「許可、認可」という意味の名詞です。
動詞形は permit パーミットゥ「～を許可する、容認する」です。

何をする許可かというと
to operate constellations of satellites で「衛星の集団を運営する（ための許可）」です。
constellation は「星座」という意味のでおなじみですが、この場合は「集団」という意味です。
constellation of satellites なので「衛星集団、いくつもの衛星、衛星群」です。
(that) provide internet service で「（その衛星）インターネットサービスを提供する」です。
provide は「～を提供する」です。
例：internet provider「インターネット提供事業者」

Not all are aimed at connecting consumers, で「すべてが消費者につなげることを目的としているのではない」です。
aim to ～ は「～を狙う、～を目指す」という意味。
さらに be aimed to ～ で「～向けである」という意味です。
例：be aimed at children「子供向けである」

but some have grand and global ambitions. で「（ではなく）中には、壮大な地球規模の野望を持っているものもある」です。
some は「（その衛星サービスの中の）いくつか」です。
grand は「偉大な、壮大な、大きい」という意味の形容詞です。

not all ～, but some … の形で「すべてが～ではなく、中には…もある」という意味になります。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
