で「最近ますます深刻化する雨を原因とする一連の災害を受けて、国土交通省は川の氾濫を防ぐための新しい方策を議論している。地球温暖化に起因して今後増えると予想される降雨量を見据えて。」という意味になります。

In the wake of ～ は「～の余波を受けて」という意味の言い回しですね。
wake は「船の余波、航跡」という意味があります。

a recent series of ～ で「最近の一連の～」です。
a series of ～ で「一連の」です。
series -s が付いてますが複数形ではないので注意しましょう。

increasingly severe rain-caused disasters で「ますます深刻化する雨を起因とする災害」です。
increasingly severe で「ますます深刻になっている」です。
severe は「問題や病気などが深刻な、重篤な」という意味の形容詞です。
rain-caused disasters で「雨を原因とする災害」です。
最近の台風で起きた川の氾濫や地滑りなどのことですね。

the infrastructure ministry is discussing new steps で「国土交通省は新しいステップを議論している」です。
infrastructure ministry は「国土交通省」の通称です。
正式には、Ministry of Land, Infrastructure, Transport and Tourism です。
new steps は「新しい一歩」ですが、この場合は「新しい措置、新たな手」です。
to prevent river flooding で「川の氾濫を防ぐための」です。
flood は「洪水、氾濫」です。フラッドと発音します。

with an eye on ～ で「～を視野に入れて、～を見据えて」という意味の言い回しです。
an aye「片目」を～に置くですので「何かをやりながらでも～も視界に入れておく」です。
例：keep an eye on a child「子供から目を離さない」

expected increases in rainfall で「予想される増加、降雨量の」です。
increase in ～ で「～の増加」です。

due to global warming. で「地球温暖化に起因した」です。
warming はワーミングではなくウォーミングと発音しますので気を付けましょう。
