アメリカの作家で『トム・ソーヤーの冒険』の著者として知られるマーク・トウェイン氏の言葉です。

で「わが国に、言葉では言い表せないくらい貴重な３つのものがあることは神の恩恵によるものだ。それは、言論の自由、信教の自由、そしてそれらのどちらも決して実践に移さないつつましさだ。」という意味になります。

It is by the goodness of God that ～ で「～ということは、神の恩恵によるものだ」という意味になります。
It is ～ that …「…は～だ」の形です。
the goodness of God で「神の徳、神の恩恵」です。

何が神の恩恵によるものなのかというと、
in our country で「私たちの国では」です。
we have those three unspeakably precious things で「私たちはそれら三つの言い表せないほど貴重なものをもっている」ことです。
unspeakably アンスピーカブリィで「言葉では言い表せないほど」という意味の副詞（adverb）です。
precious は「貴重な」という意味の形容詞です。
例：precious metal「貴金属」、precious time「貴重な時間」

:（コロン）以降で、その三つの具体例を挙げています。

freedom of speech, で「言論の自由、発言の自由」です。
日本では同類の言葉で、表現の自由（freedom of expression）のほうがおなじみですね。

freedom of conscience, で「良心の自由、考え方の自由」です。
conscience コンシェンスは「良心、道義心、善悪の判断」という意味の名詞です。
何が善で何が悪かを決める自由、ということです。
これは信教・宗教の自由ということにもなります。

そして最後に、
and the prudence never to practice either of them. で「そしてそのどちらも決して実践しない慎ましさ」です。
これは皮肉（irony）です。
prudence は「慎ましさ」という意味の名詞。
never to practice either of them で「決して実践しない、それらのどちらも」です。
either of them は前述の freedom of speech と freedom of conscience です。

言論の自由、信教の自由があるにもかかわらず、そのどちらも守られていない、
ということを皮肉で批判しているわけですね。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
