Warm Biz was first introduced in 2005 で「ウォームビズは最初は2005年に導入された」となります。
Warm Biz はクールビズの逆で、冬に暖かい恰好をして省エネしようという取り組みです。

as a follow-up to the Cool Biz campaign during the summer. で「後追いとして、クールビズの、夏の間のキャンペーンの」です。
follow-up は「後追い、後釜、後に来るもの」です。

But it didn’t really get much attention until 2011　で「しかしそれはあまり注目されなかった、2011年までは」です。
it didn’t really get much attention で「それはあまり注目されなかった」となります。
get attention で「注目される、注目を集める」という意味になります。
not much がついて「あまり～しない」となります。

when the government began promoting it heavily で「日本政府がそれを大々的に宣伝し始めた時」です。
promote heavily で「大々的に宣伝する、重点的に宣伝する」です。

due to fears over a potential electricity shortfall で「～についての心配のせいで、電力不足の可能性についての」です。
due to ～ は「～のせいで、～が原因で、～に起因して」という意味の言い回しです。
electricity shortfall で「電力不足」です。
shortfall は「不足、未達」という意味の名詞です。
ちなみに停電は electricity outage, power outage や blackout と言います。
potential は「ありえそうな、可能性のある」という意味の形容詞です。

following the March 11 disaster. で「その年の3月11日の災害の後で」です。
following はこの場合は前置詞で「～の後で」という意味です。
in the wake of ～「～の余波を受けて」とも言えますね。
