hands and lower arms とは、指先から肘までを指しています。
hand は「手（手のひらと指）」のことです。
lower arm は「前腕（ぜんわん）、手首から肘まで」となります。
ちなみに肘から肩までの部分は upper arm「上腕（じょうわん）」です。

(which) gesticulate with what could pass for passion は直前の a humanoid face, hands and lower arms を受けて
「（それは）ジェスチャーで表現する、パッションで通用するかもしれないもので」です。
gesticulate ジェス[ティ]キュレイトゥは「身振り手振りで表現する」という意味の動詞です。
with what ～ で「～というものと一緒に、～というものを使って」です。
どんなものかというと、
what could pass for passion で「情熱で通りそうなもの、情熱として通用しそうなもの」です。
what は「～するもの」という意味の関係代名詞（relative pronoun）です。
pass for ～ は「～で通用する」という意味の句動詞になります。
例：You could pass for 16.「あなたは16歳で通るよ。」
could pass for passion ですので「情熱で通用しそう、情熱として通用するかもしれない」ですね。
要するに「情熱らしきもの」という意味になります。

as ～ は「（同時に）～しながら、～する中で、～しつつ」という意味の接続詞（conjunction）です。
bounces up and down で「上下に飛び跳ねる」です。
