Shibuya’s Club Asia suspended operations で「渋谷のクラブエイジアが営業を一時的に停止した」です。
suspend は「～を一時停止する、差し止める、保留する」という意味の動詞です。
例：suspend financial assistance「経済支援を一時凍結する」、suspend a student「生徒を停学にする」
operation は「営業、操業、業務」です。この意味合いでは通常複数形で使われます。
例：in 24-hour operations「24時間営業で」

as the COVID-19 outbreak ramped up で「COVID-19の大流行が急激に増える中で」です。
ramp up は「上昇する、増加する」です。
ramp は馬などが後ろ脚で立ち上がるという意味から「グラフが右肩上がりに上がる、傾斜がつく」、名詞では「傾斜、坂道」という意味合いになります。
例：head down a ramp「坂道を下る」、ramp down「減少する、下降する」

leading the venue to launch an online fundraiser で「そのイベント会場にオンライン資金集めを始めさせて」という意味です。
lead ～ to … で「～が…するように導く」です。

staple は「主力商品、主食」などという意味から「欠かせないもの、必需品」という意味になります。
例：workplace staple「職場での必需品」

within hours で「数時間で」です。
within ～ で「～以内に」という意味の前置詞です。

breeze past ～ で「～を颯爽と超えた、～を難なく過ぎる」です。
