で「昨年、政府は、悪戦苦闘する地元の観光業を助けるために補助金制度を開始した。だが、コロナウイルスの感染者数が再び増えたことで、12月末に一旦停止することを余儀なくされた。」という意味になります。

The government launched a subsidy program で「政府は補助金制度を開始した」です。
the government「（その）政府」とは日本政府のことを指しています。
launch [ロ]ーンチは「～を発射する、～を開始する」という意味の動詞です。
矢やロケットなどを発射する・放つという意味から、事業などを開始する、発売するなどという意味になります。
例：launch a big attack「大攻撃を始める」、launch a book「本を出版する」
a subsidy program で「補助金制度」です。
subsidy [サ]ブスィディで「補助金、助成金、交付金」という意味の名詞（noun）です。

to help struggling local tourism で「ぎりぎりで頑張っている地元の観光業を助けるために」です。
struggle ストゥ[ラ]ゴォは「悪戦苦闘する、困難などに取り組む、もがく、あがく」です。
例：struggle alone「孤軍奮闘する」
last year で「去年、昨年」です。

but ～
(the government) was forced to suspend it で「（政府は）それを一旦停止せざるを得なかった」です。
be forced to ～ で「～せざるを得ない、～することを強制される」です。
force は「～を強制する、無理強いする」という意味の動詞（verb）です。
suspend は「一時停止する」です。元の意味は「つるす、浮かす」という意味です。
また人に対しては「停職・停学にする」という意味でも使われます。
in late December で「12月末に」です。
late ～ で「～の後期、～後半、～末」です。
対義語は、early ～ で「～前半、～初頭」です。

due to resurging coronavirus cases. で「～のせいで、復活したコロナウイルス症例数（のせいで）」です。
due to ～ は原因・起因を表して「～のせいで、～のために」です。
resurge は「復活する、生き返る」という意味の動詞です。
re-（再び）＋ surge「高まる、沸き上がる」です。
名詞形は resurgence リ[サ]ージェンス「（中断後の）復帰、再開、復興」です。
case はここでは「症例数、患者数」です。「症例、事例、実例」などという意味から来ています。
例：new case of flu「インフルエンザの新しい症例」、hypopharynx cancer case「下咽頭がんの患者」
