You can tell the tree by the fruit it bears. You see it through what the organization is delivering as far as a concrete program. If the tree’s fruit sours or grows brackish, then the time has come to chop it down – bury it and walk over it and plant new seeds.

で「人は、実らす果実によってその木を見分ける。実体のあるプログラムに関する限りは、その有機体がどんな成果を生み出すかを通してその良し悪しが判断される。もしその果実が徐々に酸っぱくなり味が悪くなれば、その時は、その木を切り倒し、地に埋めて、忘れて、新しい種を植える時が来たということだ。」という意味になります。

You can tell the tree by the fruit it bears. で「人は、木を識別できる、その木が実らせた果実によって」です。
この場合の tell は「～を言う、伝える」という意味ではなく「～を見分ける、～だと分かる」という意味ですね。
例：He can tell what you are thinking.「あなたの考えていることは彼にはお見通しだ。」
by the fruit it bears で「その果実によって、その木が実らせた（果実）」です。
the fruit (that) it bears で「その木が実らせた果実」となります。
bear は「熊」という意味以外にも「（子など）～を生む、（果実や花などを）実らせる」という意味があります。

You see it through ～ で「人は～を通してそれを見る」です。
it とは the tree のことです。
see ～ through … で「…を通して～を見る、判別する」です。

何を通してみるかというと、
what the organization is delivering で「その組織が何を生み出すか」です。
the organization は「その組織、その有機体」です。
organization は「組織、団体、（動植物の）組織、有機体」という意味になります。
この場合は、木という「生体」を指しているのか、または何らかの「団体、組織」を意味しているかは分かりません。
deliver は「～を配達する」という意味から「（結果や成果など）～をもたらす、～を生む」という意味になります。
例：deliver a desired outcome「望ましい成果を出す」

as far as a concrete program で「具体的なプログラムに関する限りは」です。
concrete は「具体的な、実体のある」という意味の形容詞です。
例：concrete aim「具体的な目標」

If the tree’s fruit sours or grows brackish, で「もしその木の実が、酸っぱくなって、まずくなったら」です。
sour サウァーはこの場合は動詞で「酸っぱくなる、まずくなる」という意味です。
例：soured relations「ぎくしゃくした関係」
grows brackish も同じような意味で「まずくなる」です。
brackish で「まずい、水などがわずかに塩分を含む」という意味の形容詞です。

then the time has come to chop it down で「その時は、～するための時が来たのだ、それを切り倒す（ための時が）」です。
the time has come to ～ で「～する時が来た」という意味の言い回しです。
chop it down で「その木を切り倒す」です。
chop は斧などで「叩き切る」という意味の動詞です。

bury it and walk over it and plant new seeds. で「それを埋めて、歩き過すぎて、新しい種をまく（ための時）」です。
walk over ～ で「～の上を歩く」ですが「～をどうでもいいこととして無視する、楽勝する」という意味もあります。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
