the World Health Organization recommended singing “Happy Birthday” twice で「WHOが～を勧めた、ハッピーバースデーを二回歌うことを」です。
the World Health Organization は略してWHO「世界保健機構」です。

during hand washing で「手洗いの間に」です。
to fight the coronavirus, で「コロナウイルスと闘うために」です。
fight はこの場合は「（病気などに）対抗する、負けないように奮闘する」です。

Japan’s Fujitsu Ltd has developed an artificial intelligence monitor で「日本の富士通は～を開発した、AIのモニターを」です。
an artificial intelligence monitor で「人工知能モニター」です。
artificial intelligence で「人工知能（AI）」です。
発音アクセントを確認しておきましょう。
artificial アーティ[フィ]シャォ
intelligence イン[テ]リジェンスとなります。

(which) it says will ～ で「同社が言うにはそれは～だ」という意味になります。
(which) will ～ の間に it says が挿入された形です。
連鎖関係代名詞と呼ばれ、他にも、I thought などがよく入ります。
例：He is the man who I thought was your father.「彼が、あなたのお父さんだと私が思った人です。」

will ensure (that) healthcare, hotel and food industry workers scrub properly. で「（その装置は）～を確かなものとする、ヘルスケア・ホテル・食品業界の従業員が正しく手を洗うことを」です。
ensure は「～を保証する、～を確実にする」という意味の動詞です。
ensure (that ～) で「間違いなく～であるようにする」という意味になります。
healthcare, hotel and food industry workers が主語です。
scrub properly で「適切に手をごしごしする、きちんと手をよく洗う」です。

記事によると、そのAIには個人を特定する機能はないが、個人情報照合技術と組み合わせることもできるそうです。
そうなると、ちゃんと手を洗っていない人は後から上司に呼び出されて・・・という事もあり得ますね。
