Heading out to your favorite noodle joint で「お気に入りのラーメン店に出掛けること」です。
head out to ～ で「～に出掛ける」となります。
noodle joint で「ラーメン店」となります。
joint は「関節、共同の、（たばこ状に巻いた）マリファナ、刑務所」などいろいろな意味がある単語ですが、ここでは「店、場所」という意味です。
例：new joint around the corner「角の新しい店」
and ～「且つ、同時に」です。
maintaining social distancing protocol で「ソーシャルディスタンスの決まりを守ること」です。
maintain ～ は「状態を保つ、維持する」です。
protocol は「決まり事、作法」です。
元の意味は「外交辞令」という意味で、「やり取り上の決まり事」という意味合いになります。
can be pretty difficult で「～はかなり難しいかもしれない」です。
can はここでは可能性・推量を表して「～になりうる」です。

Japanese ramen chain Kourakuen is hoping to ～ で「日本のラーメンチェーン幸楽苑は～することを期待している」です。

make social distancing easier で「ソーシャルディスタンスをもっと簡単にする」です。
make ～ … で「～を…（の状態に）する」という意味になります。
easier イーズィアーは easy の比較級で「より簡単な」です。

and ease staffing issues at the moment で「そして、目下のスタッフの問題を緩和する」です。
ease ～ イーズは「～を和らげる、緩和する、軽減する」です。
at the moment で「現在の、今の、目下の」という意味になります。

by relying on ～ で「～に頼ることで」です。
(by relying on) a new tablet-operated “ramen robot” called the K-1. で「K-1という名のタブレットで操作する新しいラーメンロボに（頼ることで）」となります。
tablet-operated は「タブレットで操作される」という意味の形容詞です。
operate [ア]ペレイトゥは「（機械など）～を操作する、運転する」です。
