Knowledge comes, but wisdom lingers. It may not be difficult to store up in the mind a vast quantity of facts within a comparatively short time, but the ability to form judgments requires the severe discipline of hard work and the tempering heat of experience and maturity.

で「知識は一時的にはいつでも手に入るものだが、知恵は手に入れるには時間がかかるが残り続けるものだ。膨大な量の事実を比較的短時間に、頭に蓄積することは難しいことではないかもしれない。しかし判断を下す能力には、厳しい努力による訓練と、経験と成熟による錬成が必要である。」という意味になります。

Knowledge comes, but wisdom lingers. で「知識は来るものだが、知恵は手間取る」です。
knowledge は「知識」、 wisdom は「（経験によって積み重ねられた）知恵、英知」です。
come は「来る、生じる」という意味から、
ここでは「（成功などが）手に入る、（夢などが現実に）なる、（目的に）達する」という意味合いになります。自分が努力しなくても自然と向こうからやって来る、という意味合いでしょうか。
例：make your dreams come true「夢を実現する」、It’s hard to come by.「滅多に手に入らない」
対して linger [リ]ンガーは「（解決などに）長引く、手間取る、残り続ける、なかなか消えないでいる」です。
例：lingering cold「長引く風邪、なかなか治らない風邪」、lingering question「解決に手間取っている問題」

It may not be difficult to store up ～ で「～を蓄えることは難しいことではないかもしれない」です。
store up ～ で「～をため込む、～を蓄える」です。
in the mind で「頭に、記憶に」です。
mind には「精神、こころ」という意味以外にも「頭脳、知性、記憶」という意味もあります。
例：keep in mind「覚えておく、肝に銘じる」
a vast quantity of facts で「膨大な量の事実を」です。
vast は「膨大な、莫大な、広大な」という意味の副詞です。
quantity ク[ワ]ンティティは「量」です。「質、品質」という意味の quality クォリティとセットで覚えておきましょう。
within a comparatively short time で「比較的に短い時間で」です。
within ～ time で「～の時間内に」です。
comparatively コン[パ]ラティヴリは「比較的に、割と」です。

but the ability to form judgments requires ～ で「しかし判断を下す能力は～を必要とする」です。
the ability to ～ で「～するための能力」です。
(to) form judgments で「判断をくだす（ための）」です。
form a judgment で直訳すると「判断を形づくる」ですが「判断する、判断を下す」という意味になります。

何が必要なのかというと、
the severe discipline of hard work で「厳しい努力の訓練」です。
severe スィヴィアは「（基準などが）厳しい、（苦痛などが）激しい、（病気などが）深刻な」という意味の形容詞です。
severe discipline なので「厳しい自制、厳しい訓練」です。
discipline は「規律、訓練、自制心、しつけ」などという意味があります。

and the tempering heat of experience and maturity で「焼き戻しの熱、経験と成熟の」です。
tempering は「焼き戻し」という意味です。
焼き戻しとは、冶金で、金属を何度も焼きを入れて精鍛（丈夫で粘り強く）していく作業のことです。
動詞形は temper で「鋼鉄など鍛える、硬度と弾性を与える、絵の具などを混ぜて柔らかくする、厳しさなどを和らげる」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
