The Philadelphia Police Department (PPD) has launched ～ で「フィラデルフィア市警は～を開始した」となります。
アメリカの大都市の警察はそれぞれ省略形で呼ばれます。
NYPD「ニューヨーク市警」
LAPD「ロス市警」
CPD「シカゴ市警」
などで、それぞれパトカーのデザインも違います。
launch は「（事業・サービスなど）～を開始する」です。元の意味は「（ロケットや矢などを）発射する、放つ」という意味になります。

launched an internal investigation で「内部調査を開始した」です。
internal investigation で「内部調査」です。
警察組織内部の「調査・捜査」ということです。
investigation は「捜査、調査、取り調べ」という意味の名詞です。
動詞形は investigate イン[ヴェ]スティゲイトゥ「～を捜査する、（詳細に）研究する」です。
例：investigator「捜査官」、investigate a situation「実情を調べる」

after the fatal police shooting of a Black man, で「死に至った警察の黒人男性の射殺の後で」です。
fatal [フェ]イトォは「致命的な、致命傷の、死に至る」という意味の形容詞です。
例：fatal shooting「射殺」、fatal stabbing「刺殺」

which ～ で「（その事件は）～」です。
lead to widespread protesting で「広範囲の抗議活動を引き起こす」です。
lead to ～ で「～につながる、～を引き起こす」です。
cause ～ とも言い換えられます。

throughout the night in the city. で「その夜の間ずっと、同市内で」です。
throughout ～ で「～の始めから終わりまでずっと」という意味になります。
例：throughout a lifetime「生涯を通して」

Dozens of protesters were arrested, で「数十人のデモ参加者が逮捕された」です。
dozen ダズンは「ダース、12」です。
ですので dozens of ～ で「数十の～」となります。

and up to 30 officers were injured amid the unrest. で「最大で30人の警官が負傷した、混乱の最中に」です。
up to 30 officers で「最大で30人の警官」となります。
up to ～ で「～まで、最大で～、多くとも～、～以下」という意味になります。
unrest は、ここでは「動乱、騒乱」です。
他にも「（心の）不安、動揺」という意味もあります。
