In fact, if there’s one positive thing that can come out of the Ebola epidemic, it’s that it can serve as an early warning, a wake-up call, to get ready. If we start now, we can be ready for the next epidemic. Thank you.

で「実際、もしエボラの流行から得られる前向きな点が一つあるとすれば、それは、そのことが早期の警告、私たちに、準備しなければと気づきを与える警鐘となるということです。今始めれば、次の伝染病の蔓延には備えられるのです。ご清聴ありがとうございました。」という意味になります。

In fact, if there’s one positive thing (that) ～ で「実際、～がもしあれば、～なポジティブなこと」です。
if there is ～ で「～があれば」です。
positive thing とは「前向きなこと、良かったこと、利点」という意味になります。
例：positive thing he has experienced from being married「彼が結婚して経験した良かったこと」
逆は negative thing「悪かったこと」です。

(that) can come out of the Ebola epidemic, で「エボラの流行から得られる（良かったこと）」です。
that 以降は one positive thing を後ろから修飾する関係代名詞節です。
come out of ～ は直訳すれば「～から出てくる」です。out of ～ は from ～ に近い意味で「～から」という意味になります。
ここでは come out of ～ で「～から得られる、～から産出される」という意味の言い回しとなっています。
例：Nothing comes out of it.「そこからは何も得られない。」、～ come out of the research「その調査から（～という結果が）得られる」
epidemic は最近のニュースでも頻出していますが「（感染症の）流行」という意味です。
pandemic「（病気の）世界的な大流行」、epidemic「（病気の）流行」、endemic「（狭い地域で長い期間続く）風土病」
とセットで覚えておきましょう。

もしあるならば（if there’s ～）、
it’s that ～ で「それは～ということだ」です。
どんなことかというと、
it can serve as an early warning で「それは早期の警告として役割を果たせる」です。
it とは、the Ebola epidemic のことです。
serve は「～の役割を果たす、給仕する」です。
serve as ～ で「～として役割を果たす、～として役立つ」です。
an early warning は「早期の警告」
a wake-up call も同じく「（人に気づきを与えるための）警鐘」という意味のイディオムです。
ホテルなどで「～時に起こしてください」とフロントに頼むモーニングコール（和製英語）から来ています。

If we start now, we can be ready for the next epidemic. で「もし私たちが今始めれば、私たちは次の感染症の流行に備えられます。」です。
