The failure to prepare could allow the next epidemic to be dramatically more devastating than Ebola. Let’s look at the progression of Ebola over this year. About 10,000 people died, and nearly all were in the three West African countries.

The failure to prepare could allow the next epidemic to be dramatically more devastating than Ebola. Let’s look at the progression of Ebola over this year. About 10,000 people died, and nearly all were in the three West African countries.
で「準備の不足は、次に起こる伝染病をエボラよりも劇的に壊滅的なものにしてしまう可能性もあります。今年にかけてのエボラの進行を見てみましょう。およそ10,000人が死亡し、ほとんど全てが西アフリカの３か国の住人でした。」という意味になります。

The failure to prepare が主語で「準備の失敗、準備不足」という意味です。
failure は「失敗」から「～をしそこなうこと、～しないこと、怠慢、不足」という意味になります。
例：fail to act「行動を起こさない」

allow the next epidemic to be dramatically more devastating than Ebola で「次のパンデミックをエボラよりも劇的に壊滅的なものにしてしまう」です。
allow ～ to do の型で「～が…するのを許す、～に…させてしまう」です。
the next epidemic で「（エボラの）次の伝染病」です。
to be devastating で「壊滅的なものになる」（ことを許してしまう）です。
dramatically more devastating と比較級を強めて「著しくもっと壊滅的に」です。
devastating [デ]ヴァステイティングは「壊滅的な」という意味の形容詞です。
動詞形は devastate [デ]ヴァステイトゥ「徹底的に破壊する、荒廃させる」です。

Let’s look at the progression of Ebola over this year. で「今年のエボラの進行具合を見てみましょう」です。
the progression of ～ で「（病気などの）～の進行」です。
例：slow the progression of prostate cancer「前立腺がんの進行を遅らせる」

About 10,000 people died, 「およそ１万人が亡くなった」
and nearly all were in the three West African countries.「そしてそのほとんど全てが西アフリカにいた」です。
nearly all で「ほとんど全て」です。亡くなった１万人のほとんど全てということです。
West Africa で「西アフリカ」となります。Western Africa とも言えます。
