The government will also tighten quarantine restrictions で「その政府は、また、隔離制限を厳しくするだろう」です。
the government は文脈から「日本政府」のことです。
also は「また、さらに」という意味の副詞です。
tighten quarantine restrictions で「隔離制限を厳しくする」です。
tighten [タ]イトゥンで「～をきつく締める、～を厳しくする」です。
例：tighten a bolt「ボルトを締める」
形容詞形は tight タイトゥ「きつい、ぴんと張った、締まった」です。
例：These shoes are too tight.「この靴はきつすぎる。」
quarantine ク[ウォ]ランティンは「検疫、隔離」という意味の名詞です。
ここでは形容詞的に使われています。

restriction リストゥ[リ]クションは「制限、制約」という意味の名詞です。
動詞形は restrict リストゥ[リ]クトゥ「～を制限する、限定する」です。

for seven more countries で「さらに７カ国に対して」です。

(seven more countries) where ～ で「（その７カ国では）～である」という意味です。
関係副詞 where が導く関係副詞節になっています。
このような where は「（そこでは）～だ」と訳すとしっくりきますね。

(where) new virus variants are feared to be spreading, で「（そこでは）新しいウイルスの変異種が広まっていると恐れられている」です。
new virus variants で「新しいウイルスの変種」です。
variant ヴェァリアントゥは「変異種、変種」という意味の名詞です。
元になる動詞形は vary [ヴェ]アリで「変化を持たせる、変化させる」です。
例：variant virus「変異ウイルス」
are feared to be spreading で「広がっていると懸念される」です。
be feared to ～ で「～だと恐れられている」です。
fear フィァーは「恐れる、怖がる、懸念する」という意味の動詞です。
be spreading と現在進行形で「（今現在も・目下のところ）広がっている、広がりつつある」という意味になっています。

bringing the total number of targeted countries to 24. で「その対象国の総数を２４にして」です。
bringing と現在分詞形を使った分詞構文です。
bring ～ to … は「～を…に持っていく、連れていく」という意味でおなじみですが、
ここではこれを比ゆ的に使って「～を…にする」という意味の言い回しです。
the total number of targeted countries「対象国の総数」を
to 24「24に」するです。
例：bring a cup of water to a very low simmer「カップ1杯の水をフツフツとなるまで沸かす」
targeted countries とは「対象国」です。
targeted は「狙われた、標的となる」です。
例：targeted ad「対象となる層に的を絞った広告」
ここでは、国の restriction の「対象となる」という意味合いです。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
