A preliminary investigation published by Taiwan’s Central Emergency Operation Center on Friday indicated that the eight-car train hit a construction vehicle that had stopped on the tracks.
で「台湾の中央災害応急センターが金曜日に出した仮調査報告書によると、その８両編成の列車は線路に停まっていた建設車両に衝突したことを示している。」という意味になります。

A preliminary investigation で「事前調査（報告書）」という意味になります。
preliminary は「事前の、仮の」という意味の形容詞です。
例：preliminary check「一次検査」、preliminary contest「予選」

published by ～ で「～によって発行された」という意味になります。
Taiwan’s Central Emergency Operation Center で「台湾の中央災害応急センター」となります。

indicated that ～ で「～だということを示した」です。
indicate は「指し示す」という意味の動詞です。
point out ～ とも言えます。

何を示したかというと、
(that) the eight-car train hit a construction vehicle で「その８両編成の列車は、衝突した、建設車両に」です。
eight-car train で「８両編成列車」です。
car はここでは「（列車の）車両」を表しています。
例：The first two cars of the train「列車の先頭２両」
また、eight-car ～ というように数詞＋名詞で「いくつの～の」という意味で形容詞的に使われる場合は、名詞部分は単数のままでOKです。
例：a five-year old boy「５歳の男の子」
a five-years old boy と書かないように注意しましょう。
hit a construction vehicle で「建設車両に衝突した」です。
hit は過去・過去分詞が同形になる動詞の一つです。ここでは過去形になっています。
過去・過去分詞が同形になる動詞は十数個と数が限られているので、一度、一気に覚えてしまうのをお勧めします。

a construction vehicle (that) had stopped on the tracks. で「線路上に停まっていた（建設車両）」となります。
had stopped と過去完了形になっています。
hit するよりも前の時点に、すでに停まっていたという意味合いになります。
