で「SpaceX社はもうすでにNASAに代わって宇宙飛行士を国際宇宙ステーションに行ったり来たりさせている。また同社は、月着陸船を搭載した輸送船 Starship を打ち上げるために Super Heavy と呼ばれる新しい大型ロケットを開発中である。」という意味になります。

SpaceX already flies astronauts on behalf of NASA で「SpaceX社はすでに宇宙飛行士を飛ばしている、NASAに代わって」です。
fly は「飛ぶ、飛行する」という自動詞の意味でおなじみですが、今回は他動詞で目的語を取っています。
fly astronauts で「宇宙飛行士たちを（宇宙へと）飛ばす、飛行機などで送る」です。
on behalf of NASA で「NASAに代わって」です。
on behalf of ～ は「～に代わって、～の代理で」という意味の表現です。
NASA は the National Aeronautics and Space Administration の略で「（アメリカの）航空宇宙局」です。

fly ～ to and from … で「～を…に（ロケットで）行ったり来たりさせる」となります。
fly ～ to … と fly ～ from … を一緒にした形です。
the International Space Station で「国際宇宙ステーション」です。
各単語の最初の文字が大文字になっているので固有名詞です。
1998年に打ち上げが始まり2011年に完成した人工衛星です。長さ51m、幅109m、高さ約20mもあるそうです。

and is developing a large new rocket called the Super Heavy で「また、～を開発中だ、巨大な新ロケット、スーパーヘビーと呼ばれる」です。
is developing の主語は冒頭の SpaceX です。
a large new rocket called ～ で「大きな新しいロケット、～と呼ばれる」です。
Super Heavy も固有名詞で「スーパーヘビー」です。

to launch the Starship vehicle で「スターシップという輸送船を打ち上げるために」です。
launch は「ロケットや矢などを発射する、打ち上げる」という意味の動詞です。
企業が「サービスを開始する」という意味でもよくつかわれますね。
Starship も固有名詞です。
vehicle はここでは「車」ではありません。「輸送船」という意味になります。
vehicle は「車両」という意味もありますが元の意味は「乗り物、輸送手段」です。

on which its lunar lander is based. で「（それを）月面着陸船が拠点とする」です。
on which ～ は前置詞を伴った関係代名詞で、直前の the Starship vehicle を修飾して「その上で～する」という意味です。
its lunar lander「同社の月着陸船」が
is based（on ～） で「～を基地とする」です。
the Starship vehicle を基地にして、its lunar lander「同社の月着陸船」が月面に着陸作戦するということですね。
lander は「着陸船」です。
動詞形は land で「～に着陸する」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
