で「アメリカ宇宙軍は、27,000もの他の宇宙ゴミのかけらと共に、その中国のロケットの残骸を追跡調査中だ。木曜日、国防長官のロイド・オースティンは記者団に対し、アメリカがそれを撃ち落とすという計画はないと確認した。」という意味になります。

The U.S. Space Command is tracking the Chinese debris で「アメリカ宇宙軍ははその中国のガレキを追跡調査している」です。
The United States Space Command で「アメリカ宇宙軍」という固有名詞となります。
1985年に設立された公的な武官組織です。
track は「～の足跡を追う、追跡する」ですが、ここでは「追跡調査する、動向を見守る」という意味です。
the Chinese debris で「その中国のガレキ」です。
記事で前述された A piece of a rocket launched by China で「中国によって発射されたロケットの一部」のことを指しています。
10-stories tall and twice as heavy as a school bus と「10階建ての高さとスクールバスほどの重さ」とあるので相当巨大なものです。
debris [デ]ブリーは「残骸、がれき、がらくた」という意味の名詞です。
もう使われなくなった残骸、という意味合いです。
例：space debris「宇宙ゴミ、宇宙廃棄物」、fuel debris「燃料デブリ」、marine debris「海洋ごみ」

along with 27,000 other bits of space junk で「～とともに、27,000もの他の宇宙ゴミの破片と」です。
along with ～ で「～と共に、～と一緒に、～に沿って」という意味の言い回しです。
例：along with the development of civilization「文明の発達とともに」

Secretary of Defense Lloyd Austin で「国防長官のロイド・オースティン」です。
Secretary of Defense で「（アメリカの）国防長官」という意味です。
secretary は「秘書、事務員」という意味でおなじみですが、アメリカでは「大臣、長官」という意味でも使われます。

assured reporters that ～ で「記者団に～であると請け負った」です。
assure は「間違いないという、保証する」という意味の動詞です。
名詞形は assurance ア[シュ]アランス「保証、断言すること、言質、確信」です。

(that) the United States has no plans to shoot it down. で「アメリカがそれを撃ち落とす計画はないと」です。
the United States で「アメリカ」です。
have no plans to ～ で「～する計画はない」という意味になります。
