イギリスの哲学者であるアダム・スミスの言葉です。

Little else is requisite to carry a state to the highest degree of opulence from the lowest barbarism but peace, easy taxes, and a tolerable administration of justice: all the rest being brought about by the natural course of things.

Little else is requisite to carry a state to the highest degree of opulence from the lowest barbarism but peace, easy taxes, and a tolerable administration of justice: all the rest being brought about by the natural course of things.
で「国家を、最低の野蛮な状態から、最高の富裕な状態に持っていくために必要なものは、平和、軽い課税、許容できる司法制度、それ以外にはほとんどない。それ以外のものは自然の成り行きでもたらされるものだ。」という意味になります。

1756年出版の Wealth of Nations（国富論）からの引用です。

第一文はすこし読み取りづらいですが、
Little else ～ but … の形が見えると、ピンとくると思います。
ここでの but は「～以外の」という意味になります。
little は a が付かない場合は否定の意味で「ほとんどない」です。
ですので、Little else is ～ but … で「…以外で～であるものはほとんどない」という意味になります。
little else が主語ということになります。
little や some, much, many, a few など数量詞は、形容詞というイメージが強いですが、
今回のように名詞として主語で使われることもよくあります。
例：Many said that ～「多くの人は～だと語った。」

is requisite to ～ で「～するために必須だ」です。
requisite [リ]クィズィトゥで「必須な、必要不可欠な」という意味の形容詞です。
例：Good looks are not requisite for popularity.「ルックスは人気に必須なものではない。」

carry a state to ～ from … で「国家を…から～へと持っていく」です。
carry は「～を運ぶ」です。
a state はここでは「ある国、一つの国家」という意味になります。

to the highest degree of opulence from the lowest barbarism で「最高級の裕福さへと、最底の野蛮から」です。
opulence [オ]ピュレンスは「富裕、豪華さ、豊かさ」という意味の名詞です。
形容詞形は opulent「金持ちの、富裕な、豪華な、豊かな」です。
barbarism は「野蛮さ」です。
barbarian バーバリアンで「未開人、蛮族、教養のない人」という意味になります。
由来は、ギリシア人から異民族の言葉は「バルバルバル」と聞こえたからだそうです。

but ～「～以外に（ほとんどない）」

何以外にかというと、
peace, easy taxes, and a tolerable administration of justice で「平和、軽い課税、許容できる司法制度」です。
～, ～, and ～ で列挙の形になっています。
administration of justice は決まり文句的なイディオムで「裁判権、司法制度、司法行政」という意味になります。

: （コロン）で、「つまりは～」という意味合いです。

all the rest being brought about by the natural course of things. で「それ以外のものは、自然な流れの中でもたらされる」です。
all the rest が意味上の主語となった、～ing の分詞構文となっています。
bring about ～ は「～を（徐々に）もたらす、引き起こす」という意味ですね。
ですので、be brought about by ～ で「～によってもたらされる」となります。
by the natural course of things はこれもイディオムで「自然の成り行きで」という意味です。
normal course of things や natural course of events, normal course of nature などのいくつかのバリエーションもあります。

要するに、平和・優しい課税・司法制度をしっかり整えさえすれば、後は勝手に付いてくる、ということです。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
