で「先週、当局は火災を消火したが、同船はその後、沈み始め、船尾が海底に着地したので、より深い海までけん引しようという試みは失敗した。木曜日まで、同船は部分的に沈没した状態のままだった。」という意味になります。

Authorities extinguished the fire last week, で「当局は、その火災を消火した、先週」です。
authorities で「当局」という意味になります。
警察や消防など国や地方自治体の機関を指して使います。
発音に注意しましょう。オーソリティではなく、ア[ソ]ーリティー的な感じです。
extinguish a fire で「火災を消火する」という意味のコロケーションです。
extinguish で「～を消火する、消し去る、抹殺する」です。
消火器は extinguisher となります。

but the ship then began sinking で「しかし、その船はその後、沈み始めた」です。
begin ～ing で「～し始める」です。

and attempts to tow it into deeper waters failed で「そして、～しようという試み、それをより深い海域にけん引しようという試みは、失敗した」です。
attempts to tow it into deeper waters までが主語になります。
attempts はここでは名詞で「試み」です。
an attempt to ～ ということもあります。
どんな試みかというと、
(to) tow it into deeper waters で「その船を牽引する、より深い海域へと」です。
tow トウは「～を牽引する」という意味の動詞です。
例：towing vehicle「けん引車」
deeper waters で「より深い海域」です。
waters で「海域、水域、流域」という意味になります。
例：economic waters「経済水域」、fishing waters「漁業海域」
failed で「（その試みは）失敗した」です。

when ～「～の時に（失敗した）」です。
its stern rested on the seabed. で「同船の船尾が海底に着底した（時に）」です。
要するに、船のお尻の部分が海底に掛かって（座礁して）しまったということです。
rest on ～ は直訳すると「～の上で休む」となりますが、
この場合は「～に乗っかる、～に重さをかけて動かなくなる」という意味合いです。

The ship had remained partly submerged で「同船は、部分的に沈んだ状態のままだった」です。
until Thursday で「木曜日まで」です。
submerge サブマージは「水中に沈ませる、水没させる」です。
sub-（下に）＋ merge（一緒に沈む、溶け込む）です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
