After being removed from his vehicle and handcuffed で「彼の車から引きずり出され手錠をかけられた後」です。
be removed from ～ で「～から外に出される」という意味になります。
remove リ[ム]ーヴは「（物などを）取り除く、除去する」という意味の動詞です。
外に出され手錠をかけられたのは、主節の主語であるFloyd氏になります。
handcuff ハンドゥカフは「～に手錠をかける」という意味の動詞です。
名詞で「手錠」という意味でも使えます。

Floyd resisted efforts to ～ で「フロイド氏は～しようとする対応に抵抗した」です。
resist ～ で「～に抵抗する」という意味になります。
efforts to ～ は「～しようとする取り組み、対応、措置」です。

どうしようとする efforts かというと、
(to) put him into the backseat of a police car で「パトカーの後部座席に彼を入れ（ようとする）」です。
backseat で「後部座席」となります。
ちなみに「助手席」は passenger seat です。

whereupon ～ は「するとその時～した」という意味になります。
where は前述の「そういう状況」を取った関係副詞になっています。
upon ～ は「すぐに、～次第」という意味合いです。
例：upon arrival「到着したらすぐに、到着次第」

Chauvin knelt on his neck で「ショーヴィン警官がフロイド氏の首の上にひざまずいた」です。
knelt は kneel の過去形です。
kneel ニーゥは「ひざまずく」という意味の動詞です。
名詞形は knee ニー「ひざ」です。

to pin him to the ground で「彼を地面に押さえつけるために」です。
pin は動詞として使って「動けないように押さえつける」という意味になります。
本来の意味は「押しピンで留める」ですが、実際に押しピンは使わなくても「動きを封じ込める」という意味合いになっています。
the ground は「地面、大地」です。
the earth や the moon などと同じように、一つしか存在しないものには the が付きます。

for over nine minutes で「９分以上もの間」です。
until an ambulance arrived. で「救急車が到着するまで」です。
