Criticism of Kobayashi,「小林氏への批判」が主語になります。
カンマの後ろには小林氏の説明が補足情報的に挿入されています。
「～への批判、～にたいする批判」は、criticism to ～ ではなくて、of が使われます。

補足情報で、
a former member of the popular Japanese comedy duo Rahmens, で「元メンバー、日本の人気お笑いコンビ『ラーメンズ』の」です。
former ～ は「元～、かつての～」という意味の言い回しです。
会話では ex- ～ もよく使われます。
例：a former president「元大統領」、an ex-president「元大統領」
comedy duo で「お笑いコンビ」ですね。
duo は「二人組」です。

quickly spread on social media. で「（その批判は）素早く広まった、ソーシャルメディア上で」です。
ここでの spread は自動詞で「広まる、広がる」です。
spread は現在形・過去・過去分詞形が同じになる動詞の一つです。
このパターンの動詞は十数個しかないので一気に覚えてしまいましょう。

Then「その後～」
Seiko Hashimoto, president of the Tokyo 2020 organizing committee, が主語です。
「橋本聖子氏、東京2020の大会組織委員会の会長」です。
president はここでは「会長、委員長」という意味になっています。
organizing committee は「組織委員会」です。

announced that ～ で「～と発表した」です。
間に挿入される形で、
on the eve of the opening ceremony で「その開会式の前夜に」です。
eve はクリスマスイヴでおなじみですね。

何と発表したかというと、
(that) Kobayashi has been dismissed. で「小林氏が解任された（ことを）」です。
be dismissed で「解任される、解雇される」という意味の言い回しです。
名詞形は dismissal ディス[ミ]ソォ「解任、免職、解雇」です。
また、集会などを「解散する」という意味でも使われます。
例：The class is dismissed.「（授業の終わりに）解散！」
