で「園長と一緒に子供たち全員がバスから降りたかどうかをチェックすることになっていた女性スタッフのひとりは、その少年がまだ車の中にいたかどうかはしっかり確認されなかった、と警察に話した。」という意味になります。

主語はちょっと長いですが、
A female staff member, who was with the school head to check whether everyone had alighted, までです。
A female staff member,「一人の女性スタッフ」で、それを説明する who ～ 節が続いています。
who was to check whether ～ で「～かどうかをチェックすることになっていた（女性スタッフのひとり）」です。
be to do ～ という形で「～することになっている、～する予定である」という意味になります。
check whether ～ で「～かどうか確かめる」です。check if ～ とも言えます。
何をチェックする予定だったかというと、
(check) whether everyone had alighted, で「全員が降りたかどうか（をチェックする）」です。
alight アライトゥで「（乗り物などから）降りる」という意味の動詞です。
例：alight from a horse「馬から降りる、下馬する」
with the school head は挿入的に「その園長と一緒に」です。
school head は「校長」ですが、ここでは幼稚園なので園長です。

その一人の女性は、
has told police (that) ～ で「警察に伝えた、～と」です。
told は tell「～に伝える」の過去形。

何と伝えたかというと、
(that) whether the boy was still in the vehicle was “not thoroughly confirmed,” で「その少年がまだ車内にいるかどうかは、完全には確認されなかった（と）」です。
whether節が名詞句となって、that節内の文の主語となっています。
whether the boy was still in the vehicle で「その少年がまだその車の中にいたかどうか」です。
was not thoroughly confirmed, で「～は完全には確認されなかった」です。
not thoroughly で「完全には～でない」と部分否定になっています。
thoroughly [ソ]ー・ロウ・リィ は「完全に、徹底的に、十分に」です。
形容詞形は thorough ソーロウ「徹底的な、綿密な、完璧な」です。
例：thorough cleaning「大掃除」、thorough debate「徹底した議論」

according to the sources. で「複数の情報筋によると」です。
according to ～ で「～によると」です。
source はニュースなどでよく出てくる「情報筋、情報提供者、関係者」という意味です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
