で「内閣官房長官の加藤勝信氏は、記者会見で語った。7月26日から、ワクチン接種を受けた時点で住民登録されていた自治体にて、ワクチン接種済みの証明書を申請することができるようになると。」という意味になります。

Chief Cabinet Secretary Katsunobu Kato「内閣官房長官の加藤勝信氏」が主語です。
Chief Cabinet Secretary で「内閣官房長官」となります。
chief は「最高位の～」という意味の形容詞。
cabinet secretary は「閣僚」です。
secretary は「秘書」という意味もありますが、「大臣、長官」という意味にもなります。
例：Secretary of Defense「防衛大臣」

told a press conference that ～ で「記者会見に、～と、伝えた」です。
told は tell「～に伝える」の過去形。

何と伝えたかというと、
(that) starting July 26, people will be able to apply for ～ で「7月26日から、人々は～を申請できることになる（と）」です。
starting July 26, は文法的には分詞構文で「～に始まって」ですが、
starting ～ は、前置詞的な用法で「～から」という意味です。
apply for ～ で「～を申請する」です。
名詞形は application「申請、申し込み、応募」です。

(apply for) the certificates で「その証明書を（申請する）」です。
the certificates は記事で前述されている、so-called vaccine passports「いわゆるワクチンパスポート」のことです。
certificate サー[ティ]フィキトゥで「証明書、鑑定書、お墨付き」という意味の名詞です。
certificate は「～を認証する」という意味で動詞での用法もあって、その場合は発音がサー[ティ]フィケイトゥとなります。

どこで申請できるかというと、
in the municipalities where ～ で「～した自治体で」です。
municipality ミューニスィ[パ]リティで「（地方）自治体」です。
市区町村などの自治体のことです。
(where) they were registered as a resident で「彼らが登録されていた（自治体で）、住民として」です。
they は前述の people を指しています。
registered as ～ で「～として登録された」です。
つまり住民票のある自治体ということですね。

at the time they got their shots. で「彼らが注射を受けた時点で」です。
at the time ～ で「～したときに、～した時点で」という意味の接続詞です。s
got their shots で「ワクチン注射を受けた」です。
shot は「注射、予防接種」という意味の名詞です。
他にも「ワクチン接種」は jab ジャブという言い方もよく使われます。
例：coronavirus jab「コロナウイルスワクチンの予防接種」

それではまず文節に分けて日本語に訳し内容を理解して下さい。
