で「上野動物園では、彼ら（双子のパンダたち）の名前を一般から公募しており、8月20日までの14日で約192,000の提案を受け取っていた。彼らの名前は、日本国内の他のパンダと同名や、特定のキャラクターの名前などを除外して、選考委員会によって決定された。」という意味になります。

The zoo had solicited ideas で「その動物園は、アイデアを求めていた」です。
the zoo「その動物園」とは記事で前述された「上野動物園」のことです。
had と過去完了形（past perfect）を使って「（名前が決定されるよりも前に）～していた」という意味になっています。
solicit ソ[リ]スィトゥで「勧誘する、懇願する、せがむ、求める」です。
例：solicit a favor「有利な計らいを求める」
名詞形は solicitation ソリスィ[テ]イションで「勧誘」です。
from the public で「一般から」です。
the public は「一般市民、国民」という意味になります。
(idea) for their names で「彼らの名前のためのアイデア」です。
their とは、記事中で前述されている、最近生まれた双子のパンダたちのことです。

and ～「そして」
received around 192,000 suggestions で「約192,000の提案を受け取っていた」です。
この around は about と同じで「およそ～、約～」という意味になります。
in 14 days until Aug. 20. で「8月20日までの14日以内に」です。
Aug. は August の略です。

The names were decided by a selection committee で「その名前は、決定された、選考委員会によって」です。
the names「その名前」は、二匹のパンダの名前を指しているので複数形です。
committee コ[ミ]ッティで「委員会」です。
例：Yokozuna Deliberation Committee「横綱審議委員会」

その選考委員会が、
(that) excluded the names of ～ で「～の名前は除外した」です。
exclude イクスク[ル]ードゥは「～を除外する、排除する」という意味の動詞です。
名詞形は、exclusion イクスクルージョン「排除、除外」
反意語は include「～を含める」です。

どんな名前は除外したかというと、
the names of other pandas in Japan で「日本国内の他のパンダの名前」です。
つまりすでに別のパンダに使われている名前は選考の対象外ということです。

as well as ～「同様に～も」
(as well as) the names of specific characters. で「特定のキャラクターの名前」です。
これはつまり有名なキャラクターの名前（ミッキーやキティなど）も対象外とされたということです。
specific スペスィフィックは「特有の、固有の、具体的な」という意味の形容詞です。
例：specific accents「独特の訛り」、specific date「具体的な日付」
名詞形は specification スペスィフィ[ケ]イションで「スペック、仕様、明細、詳細」という意味になります。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
