で「英国王室のその声明が、英霊記念日曜日に出席したいという女王の願いを強調したことの意義は大きい。なぜなら、女王の予定の中で大きな地位を占めるイベントであり、彼女自身そのイベントを大変重要視しているからだ。」という意味になります。

It is significant that ～ で「～ということの意義は大きい」という意味になります。
significant スィグ[ニ]フィカントゥ は「意義深い、重要な」という意味の形容詞です。

何が意義深いかというと、
(that) the palace statement highlighted ～ で「その王室の声明が～を強調した（こと）」です。
highlight で「～にハイライトを当てる」という意味から、「～を目立たせる、強調する」です。
何を強調した（highlighted）かというと、
the wish of the monarch to ～ で「エリザベス女王の願い、～したいという（願い）」です。
monarch で「国王、君主」という意味ですので、the monarch として文脈から Queen Elizabeth II を指していることが分かります。
ちなみにこの Elizabeth II「エリザベス２世」は、読むときには Elizabeth the second となります。
to attend Remembrance Sunday で「英霊記念日曜日への出席したい（という願い）」です。
Remembrance Sunday はイギリスの祝日で、戦没者を追悼する式典が行われます。
記事によると、エリザベス女王は体調不良のため11月13日の Festival of Remembrance は欠席（skip）し、
14日の the National Service of Remembrance on Remembrance Sunday には出席するようです。

as ～ でここでは「～なので、～だから」といった理由の意味になっています。

it is major event on the sovereign’s calendar で「それは大きなイベントである、女王のカレンダー上で」です。
it は Remembrance Sunday を指しています。
on the sovereign’s calendar で「女王のカレンダー上で」です。
sovereign ソブリンは先ほどの monarch と同じで「国王、君主、統治者」です。
同様にここでは the sovereign で「その君主」→「エリザベス女王」を指しています。

and「また」
one to which she has attached great importance. で「～なもの、彼女が大変重要視している（もの）」です。
one を先行詞として、to which ～ と前置詞を伴った関係代名詞節となっています。
one は先述の event の言い換えです。。
she has attached great importance to ～ につながります。
attach importance to ～ で「～に重要性を付ける」から「～を重要視する、～に重点を置く」という意味の言い回しです。
例：I attach no importance to prophecies.「私は予言などなんとも思わない。」

それではまず文節に分けて日本語に訳し内容を理解して下さい。
