英国のプロトフェミニスト作家であるメアリー・アステルの言葉です。

‘Tis very great pity that they who are so apt to over-rate themselves in smaller matters, shou’d, where it most concerns them to know, and stand upon their Value, be so insensible of their own worth.
で「ほんのつまらない些事において自分自身を過大評価する傾向のある者たち。そこでは彼らは自分の重要性を認めそれに依存することが最大の関心事である。そのような者たちほど、自分自身の本来の価値に無自覚であるのだから、なんとも哀れなことである。」という意味になります。

メアリー・アステルは1666年生まれのイギリスの思想家・著述家です。
今回の文は A Serious Proposal to the Ladies(御婦人方へのまじめな提言)の一節のようです。

日本ではまだ江戸時代初期の、かなり古い時代に書かれたLate Modern English(後期近代英語)なので見慣れない言い回しや表現がありますね。
‘Tis It is ~, It’s ~ の古い書き方です。
また、shou’d も同様に should の古い書き方となります。

‘Tis very great pity that ~ で「~なのはとても哀れなことだ」です。
pity は名詞で「哀れなこと、哀れみ、残念なこと」です。
現代文では可算名詞として It is a pity that ~ と a が付くことが多いと思います。

何が哀れかというと、that節となって、
(that) they who are so apt to over-rate themselves in smaller matters, までが主語です。
they「彼ら」が先行詞で who ~ で「~な彼ら(~な人たち)」です。
どんな人たちかというと、
are so apt to over-rate themselves in smaller matters で「自分を買いかぶる傾向がある(人たち)、つまらないことで」です。
overrate ~ で「~を過大評価する」です。
small matter は「つまらないこと、ささいなこと、取るに足りないこと」です。

shou’d ~ が続きますが、この should は、
It is ~ that … の文の中で使って「~であるとは、~するとは」と、驚き・残念・予想外などの気持ちを表します。
例:I’m surprised that she should have felt so angry.「彼女がそんなに怒っているとはなんとも驚きました。」

where ~~ their Value, までが挿入部となります。
where in smaller matters を説明する関係副詞です。
「その些細なことの中では」という意味です。
it most concerns them to ~ で「~することが、もっとも彼らの気を引く」です。
concern は「~を心配させる」から「~を関心をもたせる、気を持たせる、興味を持たせる」です。
例:What concerns me most is ~.「私の一番の関心事は~だ。」
them は先述の they「(自分を過大評価する)人たち」のことです。
何をすることが彼らの最大の関心事なのかというと、
to know, and stand upon their Value, で「自分たちの重要性を、知ること、そしてそれに頼ること」です。
stand upon ~ または stand on ~ で「~の上に立つ」から「~に依存する、~を拠り所とする」という意味になります。

(shou’d) be so insensible of their own worth. で「自分自身の本来の価値に無頓着である(とはなんとも哀れだ)」です。
be insensible of ~ で「~に無関心である、~に無頓着だ」です。

worth value はどちらも「価値」という意味ですが、今回の文では対比で使われています。
違いは worth が「本来の価値、値打」で、value は「(各人が見出す)価値、重要性」となります。
つまり value は主観的なものであり見る人によって変わりますが、
worth は「元の値段・値打ち」ですので客観的なものです。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
