イギリスの小説家であるジョゼフ・コンラッドの言葉です。

で「本当の寂しさというもの、在り来たりな言葉ではなくむき出しの恐怖としての寂しさというものがどんなものかは誰にもわからない。当の孤独にさいなまれる者たちにさえ、それは正体を隠す。世界一みじめな社会のつまはじき者でさえ記憶や錯覚する力を持っているのだ。だが時折、運命のいたずらによって一瞬だけそれは正体を見せることがある。ただの一瞬だけ。どんな人間であろうが、精神的な孤独というものを正気の沙汰で見据えることはできないだろう。」という意味になります。

Who knows ~ ? は修辞疑問の反語表現「誰が知るだろうか?(いや誰も知らない)」という意味になります。
what true loneliness is で「本当の寂しさが何かを」です。
– not the conventional word but the naked terror は挿入的に、true loneliness を言い換えています。
not ~ but …「~ではなく…」の形を使って「決まりきった言葉ではなく、生身の恐怖(としての)」です。

To the lonely themselves で「当のさみしい人々にとってでさえも」です。
the lonely で「寂しい人々」という意味になります。
the +形容詞 で「~な人たち」という意味の名詞を作れます。
例:the rich「金持ち」、the poor「貧しい者たち」、the Japanese「日本人」
themselves the lonely が「人々」という複数形であることを受けて them となっています。
it wears a mask で「それはマスクをしている」です。
it true loneliness を指しています。
wear a mask で「正体を隠す、本当の姿を見せない」という意味のイディオム的表現です。

The most miserable outcast hugs some memory or some illusion. で「どんな惨めなのけ者だって、いくらかの記憶または幻想を持っている。」です。
慣れないと意味を取るのが難しい文です。
最上級を使うことで「どれほどの~でさえ」という意味が作れます。

つまり言いたいことは、世界一惨めなのけ者でも思い出や幻想を持っているから、本当の寂しさの正体を見ないで済んでいるのだ。ということですね。
ちなみに some memory は厳密には、複数形になっていないことから不可算名詞で「記憶、記憶力」という意味になるかと思います。
もし「(個々の出来事の)思い出」のことを言いたかったら、memories となるはずです。

Now and then「時々、たまに」
a fatal conjunction of events で「運命的な出来事の重なり」です。
fatal [フェ]イタオォ「致命的な、決定的な、重大な、運命を決する」という意味の形容詞です。
例:fatal accident「死亡事故」、fatal character flaw「重大な人格的欠陥」
conjunction は「接続、重なり、同時発生、共起」といった意味の名詞です。
may lift the veil for an instant で「そのベールを持ち上げることもある、一瞬の間」です。
lift the veil で「ベールを上げる、取り払う、正体を現す」です。
さきほどの wear a mask を受けてですね。

No human being could bear ~ で「どんな人間も~には耐えられない」です。
bear ~ はここでは「~に耐える」という意味の動詞です。
a steady view of ~ で「~をしっかりと見ること」です。
steady は「固定した、ゆるぎない、安定した」から「(感情などが)落ち着いた」という意味です。
例:in a steady voice「落ち着いた声で」
何を見ることが耐えられないかというと、
(view of) moral solitude で「精神的孤独を(見ること)」です。
moral は「道徳的な」という意味以外に「(物質的ではなく)精神的な」という意味があります。
例:moral support「精神的支え」、lack in moral strength「精神的な強さに欠ける」
without going mad. で「気が狂うことなしに」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
