be at exactly the right place, で「ちょうどまさにぴったりの場所にいた（こと）」です。
the right place は「ぴったりの場所、適切な場所」です。
つまり、in Silicon Valley,「シリコンバレーに」です。

(be) at exactly the right time で「ちょうどぴったりの時に（いたこと）」です。
historically, は「歴史的に」

(where) this invention has taken form で「（その場面では）この発明が具現化した」です。
where は場所だけではなく時代・場面・状況なども意味します。
this invention はパーソナルコンピューターのことです。
take form は「形になる、具体化する」です。

And as you know, 「そしてご存じの通り」
when you set a vector off in space, で「ベクターを空間に放つ時に」です。
vector は数学用語で「ベクトル」です。
ここでは「ロケットなどの軌道・進路」という意味になっています。
set ～ off で「～を放つ、打ち上げる、～を始める」などという意味です。
副詞 off には「ある場所から～から離れて」という意味があります。
例：set off an explosion「爆発を引き起こす」、set off fireworks「花火を打ち上げる」
in space は「空間に」です。

if you can change its direction a little bit at the beginning, で「もしその方向をほんのちょっと変えることができたら、最初のころに」です。
its direction は a vector「ロケットの進路」のことを指しています。
a little bit で「ほんの少し」という意味の副詞句です。

it’s dramatic で「それは大規模になる」です。
dramatic は「劇的な、大規模な」という意味です。
つまり「劇的な」差が生まれるということです。
when it gets a few miles out in space. で「それが数マイルに至るときに、空間の中で」です。
it は a vector を指します。
get __miles で「__マイルに至る」という意味になります。
out in space で「（発射（set off）された後）空間に出て」です。
