で「インターネットを含む、国内外の通信は、土曜日のフンガ・トンガ・フンガ・ハーパイの火山の爆発以来、切断されたままだった。トンガ政府の声明によると、その噴火は海底の光ファイバーを損傷し、外界への通信を遮断した。」という意味になります。

International and domestic communication, including the Internet, までが主語になります。
International and domestic communication で「国際的・国内の通信」です。
domestic は「国内の、家庭内の」という意味の形容詞です。
communication は「連絡のやり取り、通信、通信手段」ということです。
including the Internet で「インターネットも含めて」です。
the Internet と、固有名詞での表記がおなじみですが、最近 the internet と小文字で表記する方法が増えてきているそうです。

had been severed で「切断されていた」です。
過去完了形となって「（過去のある時点までは）～していた」という意味になっています。
今はすでに（一部）復旧しているという含みがあります。
severed [セ]ヴァードォ は sever セヴァーの過去形です。
ぱっと見、severe スィ[ヴィ]アー「厳しい」や、served「提供される」などと間違いやすいので注意。

since the blast of the Hunga Tonga Hunga Ha’apai volcano on Saturday. で「～以来、フンガ・トンガ・フンガ・ハーパイでの噴火の爆発、土曜日の」です。
since ～ で「～以来」という意味の前置詞です。
since ～ は前置詞以外にも、後ろに文を置いて接続詞としても使えます。
Hunga Tonga Hunga Ha’apai は島の名前です。
Hunga Tonga フンガトンガと、Hunga Ha’apai フンガハーパイが過去の噴火活動で繋がってできた島だそうです。

According to the government’s statement, で「トンガ政府の声明によると」です。
the volcanic eruption damaged an underwater fiber optic cable, で「その火山の噴火は海底の光ファイバーケーブルを損傷した」です。
eruption は「噴火」という意味の名詞です。動詞形は erupt イ[ラ]プトゥ「噴火する、勃発する」です。
fiber-optic で「光ファイバーの」という意味になります。
optic は「光学の、レンズの、視覚の」という意味の形容詞です。
例：optician「眼鏡技師」

, cutting off communication to the outside world. は分詞構文で「外界との通信を遮断して」となります。
cut off ～ で「～を遮断する、切断する」です。前半の sever セヴァーの言い換え表現（パラフレーズ）ですね。
the outside world で「外界、外の世界」です。
the rest of the world とも言えます。
