で「アジア系アメリカ人と太平洋諸島にルーツを持つ人々はアメリカで今最も急速に増えている人種グループである一方、アメリカの政治の中で取り上げられる機会が少ない人種グループであると見られている。また彼らはしばしばヘイトクライムの標的となっている。コロナウイルスが中国で検出されたということで、特にその感染拡大以降は。」という意味になります。

While ～ で「～である一方で、～の状況の中」という意味の接続詞です。
主に逆説の意味になります。

Asian Americans and Pacific Islanders が主語で「アジア系アメリカ人と太平洋諸島出身のアメリカ人たち」です。
アメリカでは、アジア系アメリカ人（American of Asian descent）のくくりを、
アジア系（中国系、フィリピン系、インド系、ベトナム系、韓国系、日系など）
ネイティブハワイアン・太平洋諸島系
を合わせて Asian/Pacific American (APA)と呼ぶらしいです。
Pacific Islanders 太平洋諸島系は主にミクロネシア、メラネシア、ポリネシアの住民を指します。
記事によると、白人以外の人種（有色人種：colored）の中には他にも、黒人系・ヒスパニックなどがありますが、アジア系は “model minority” と呼ばれ、比較的アメリカ内でも成功していると思われており、行政からのサポートを受ける機会が少ない（underrepresented）だということです。

are the most rapidly growing racial group in the United States, で「最も急速に増加している人種グループである、アメリカ内で」です。
rapidly [ラ]ピッドゥリで「急速に」という意味の副詞です。
rapidly grow で「急速に（数が）増える」です。

その一方で（While ～）、
they have been viewed as ～ で「彼らは～として見なされている」です。
as underrepresented で「軽視された（存在）として」です。
underrepresented で「軽視された、（平等に）取り上げてもらえない」という意味の形容詞です。
represent で「～の代表となる、～の存在を示す、～を表す」という意味の動詞です。
例：less represented「存在感が薄い、目立たない」、feel underrepresented「軽視されていると感じる」
in U.S. politics.「アメリカの行政の中で」です。
つまり黒人やヒスパニックなど他のマイノリティたちが手厚いサポートを得ているのに、アジア系は何もしてもらえていないということですね。

They have also often been the target of hate crimes, で「彼らはまたしばしば、ヘイトクライムの標的になっている」です。
hate crime は「憎悪犯罪」です。特定の人種や宗教などに対する憎悪に起因する犯罪です。

particularly since ～ で「特に～以降は」です。
particularly は前置詞 since にかかっている副詞です。
since the spread of the coronavirus で「コロナウイルスの蔓延以降は」です。
, which was first detected in China. カンマが入って非制限用法の関係代名詞節です。
ここでは【理由】を表して「（その蔓延は）最初に中国で検出されたので」です。

first は副詞の意味で使われていて「最初に、初めて」
detect ディ[テ]クトゥは「～を検出する、～を見つける」という意味の動詞です。
例：bug detector「盗聴器発見器」
