で「というのも、消え去った自由を追悼し墓に刻む碑文の中で『その自由の持ち主がまだ間に合うのに救いの手を差し伸べなかったせいでこの自由は失われた。』という碑文ほど最高に悲しいものはないからだ。」という意味になります。

For は前述の内容を受けた形で「~というのも」という意味のの等位接続詞です。

the saddest epitaph で「最も悲しい碑文」という意味になります。
epitaph [エ]ピタフは「碑文、墓碑銘」という意味の名詞です。墓石に彫り付けた詩のようなものを言います。
どんな碑文かというと
(which) can be carved in memory of a vanished freedom で「刻まれうる、消滅した自由の追悼に」です。
can the saddest に対応して「刻まれ”うる”中でも最高に悲しい~」という意味になっています。
carve カーヴは「~を刻む、~を彫刻する」です。
in memory of ~ で「~の記念に、~の追悼として」という意味のコロケーションです。
例:gathering in memory of ~「~を偲ぶ会」、ceremony in memory of the deceased「故人を悼む式(追悼式)」
a vanished freedom で「消滅した自由、死滅した自由」です。
ここでは freedom を擬人化(anthropomorphism)して表現しています。

is that ~ で「~はということだ、~というものだ」です。
is の後に名詞節をつくる that節がつながる文型です。

that ~ で「~ということ、~というもの」
つまり、碑文の内容はこうだ、ということです。
(that) it was lost because ~ で「それは失われた、~なので」です。
it a vanished freedom を指しています。
~したために、その自由は失われてしまった、ということです。

because its possessors failed to ~ で「その持ち主たちが~しなかったので」です。
its possessorsits freedom を指して「その自由の持ち主たち」です。
possessor は「所有者、持ち主」です。
動詞形は possess ポ・[ゼ]ス「~を所有する、~を有する」です。
何をしなかったのかというと、
(failed to) stretch forth a saving hand で「救いの手を差し伸べ(なかった)」です。
stretch forth ~ で「~を差し伸べる」という意味の言い回しです。
forth は副詞で「前へ、前方へ」という意味です。
while there was still time. で「まだ時間があるのに」です。
while ~ は「~の間は、~する一方で」という意味でも良く使われますが、ここでは「~なのに、~であるにもかかわらず」という逆説的な意味になっています。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
