Japanese bank Nomura estimates (taht) ～ で「日本の銀行の野村は～だと見積もっている」です。
Nomura は「野村ホールディングス」のことですね。
東京都に本社を置くアジア最大と同時に世界的影響力を持つ投資銀行・証券持株会社だそうです。
estimate [エ]スティメイトゥは「～を見積もる、～を推定する」という意味の動詞です。
名詞の場合は発音が [エ]スティミトゥとなり「見積書、推定値」という意味になります。

(that) there are now almost 200 million people で「現在２億人近い人々がいる」です。
どんな人々かというと、
(people) subject to partial or full lockdown で「部分的または完全なロックダウンに晒されている（人々）」です。
ここでの subject は形容詞で「支配下にある、～の影響下にある、～にさらされている」という意味です。
語源は sub-（下に）＋ ject（投げる）です。
across 23 Chinese cities, including Shanghai. で「中国の23都市にわたって、上海も含む」です。
across ～ は「～にわたって、～のいたる所で」という意味の前置詞です。
例：across the world「世界中で」

The large southern port city of Guangzhou が主語で「大きな南の港湾都市の広州」です。
～ of Guangzhou の of は同格のof で「～という」という意味で訳せます。
例：the city of Kyoto「京都という都市」、the art of painting「絵画という芸術」
immediately ordered で「すぐに～を命令した」です。

after ～「～の後に」
detecting just three positive cases last Friday. で「たった３人の陽性患者を検出した（あと）、先週金曜日に」です。
detect ディテクトゥは「～を検出する、～を検知する」です。
