Each time we gather to inaugurate a President we bear witness to the enduring strength of our Constitution. We affirm the promise of our democracy. We recall that what binds this nation together is not the colors of our skin or the tenets of our faith or the origins of our names.
で「新しい大統領を任命するために集まる時、我々は毎度、この国の憲法の不朽の強さを目の当たりにします。我々は民主主義の将来がこの先も明るいと確認します。この国を一つにまとめているものは肌の色でもなく宗教の教義でもなく我々の氏名の起源でもないことを私たちは思い出します。」という意味になります。

今回からバラク・オバマ大統領の二期目の就任演説(2013年)を読んでいきたいと思います。

Each time we gather to inaugurate a President で「私たちが大統領を任命するために集まる時は毎回」です。
each time ~ は、群接続詞で「~するときは毎回」という意味になります。
inaugurate ~ で「~を任命する、~を就任させる」という意味の動詞です。
名詞形は inauguration イノギュ[レ]イション「就任式、任命式」です。

we bear witness to ~ で「私たちは~を証言する、~の証人となる」です。
bear witness to ~ で「~を証言する、~の証人となる」という意味のイディオムです。
bear は「~を持つ」という意味の動詞で、witness は「証言、証人、目撃者」です。
何を証言するのかと言うと、
(to) the enduring strength of our Constitution. で「長続きする強さを、私達の憲法の」です。
enduring エン[デュ]ァリングで「長続きする、尽きることの無い、永続的な」という意味の形容詞です。

We affirm the promise of our democracy. で「我々は~を確認する、我々の民主主義の明るい先行きを」です。
affirm bear witness to ~ とほぼ同じ意味の言い換えですね。
the promise of our democracypromise は「約束」という意味もありますが、ここでは「明るい見通し、有望さ」です。
例:He is a promising young man.「彼は有望な青年です。」

We recall (that) ~ で「我々は~ということを思い返す」です。
何を思い返すのかというと、
what binds this nation together is not ~ で「この国を結び付けているものが、~ではない(ということを)」です。
what binds this nation together が主語となって「この国を結び付けているもの」です。
bind ~ together で「~を一つにまとめる、一つに結合する」という意味の言い回し。
bind [バ]インドゥは「(ひもなどで固く)縛る、巻く」です。

(not) the colors of our skin or ~「我々の肌の色(でもなく)」
the tenets of our faith or ~「我々の信仰の教義(でもなく)」
the origins of our names.「我々の名前の出自(でもない)」
アメリカは多人種・多民族・多宗教国家なので、こう言っているわけですね。
tenet [テ]ネトゥで「教義、信条、考え方」です。
例:basic tenet of western culture「西洋文化の基本的な考え方」
faith フェイスは「宗教、信仰、信念」です。religion と同義ですね。

それではまず文節に分けて日本語に訳し内容を理解して下さい。

我々が大統領を任命するために集まる時

we bear witness to
我々は~の証人となる

the enduring strength of our Constitution.
我々の憲法のゆるぎない強さを

We affirm
我々は~を確認する

the promise of our democracy.
民主主義の明るい展望を

We recall that
我々は~ということを思い出す

what binds this nation together is not
この国を一つにまとめているものは~ではない(ということを)

the colors of our skin or
肌の色でも

the tenets of our faith or
宗教の教義でも

the origins of our names.
名前の出自でも(ない)
