Climate change has made India’s heat wave hotter で「気候変動がインドの熱波をより熱くしている」です。
climate change で「気候変動」です。
make ～ … の形で「～を…の状態にする」という意味になります。
India’s heat wave「インドの熱波」を、
hotter「より熱く」している、ということです。
比較級 hotter の比較対象が見当たらないのでこういう場合は「いつもより、以前よりも」と考えます。

said Friederike Otto, a climate scientist at the Imperial College of London. で「～と、インペリアル・カレッジ・ロンドンの気候科学者フリーデリケ・オットー氏は言った」です。

She said (that) ～「また彼女は～と言った」です。
before human activities increased global temperatures, で「人間の活動が地球の温度を上げる前だったら」
ここでは主節に would have があるので、 before ～の節が、仮定法的な意味合いになっています。

heat waves like this year’s が主語で「今年のような熱波」です。
like ～ で「～のような」、this year’s は「今年の（熱波）」です。
would have struck India once in about half a century. で「インドを襲っていただろう、およそ50年に一度」です。
つまり、今年のようなひどい熱波は50年に一度の珍しいものだった、ということです。
once in ～ で「～に一度」です。
about half a century で「およそ半世紀（50年）」です。
about ～「およそ～」
half a century で「半世紀」です。
例：half an hour「30分」
