The farm ministry’s bureau in central Japan, で「中部地方の農政局」です。
farm ministry で「農水省」で、bureau in central Japan で「中部地方の支局」という意味になっています。
central Japan は「日本の中央」ですが、「中部地方、東海地方」を意味する言い回しです。
例：Central Japan Railway Company「JR東海」
which operates the water facility, で「（その事務局は）その水道施設を運営している」です。
the water facility で「その給水施設」です。今回漏水があった施設ということです。

said Wednesday (that) ～ で「水曜日に、～だと発表した」です。
the massive leak was caused by a hole in the bed of a reservoir. で「その大規模漏水は～によって引き起こされた、貯水池の底にある穴によって」です。
massive は「大規模な、巨大な」です。
例：massive earthquake「大規模地震」
leak は「漏れること、漏れ」ですが、ここでは「漏水」としています。
a hole in the bed of a reservoir で「貯水池の底に空いた穴」です。
bed は「床、川床、湖底、海底」などという意味になります。
reservoir [レ]ザヴワァ「貯水池、貯水槽、溜池」です。

With the leak, で「その漏水で」
a water purification plant has been unable to ～ で「ひとつの浄水場が～できなくなっている」です。
(unable to) secure the required amount of water, で「必要な量の水を確保（できない）」です。
and the lack of reservoir water will force ～ で「そして、その貯水池の水の不足が～を強いることになるだろう」です。
force it to halt ～ で「その浄水場に～を停止することを強いる」です。
force ～ to do … で「～が…することを強いる、無理に～に…させる」という意味です。
it は a water purification plant を指しています。
何をせざるを得なくさせているかというと、
to halt its supply to the businesses. で「事業者たちへのその供給を停止する」です。
halt [ホ]ールトは「～を停止する、中止する」です。
its supply で「その浄水場の供給」です。
to the businesses で「各事業者への供給」です。つまり法人向けの供給を停止する、ということです。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
