Japanese low-cost carrier Zipair is changing ～ で「日本のLCCのジップエアー社が～を変更している」です。
low-cost carrier で「格安格安航空会社（LCC）」です。
carrier キャリアーは「運ぶ人」という意味から「航空会社、通信事業者」という意味でも使われます。
例：national flag carrier「国を代表する航空会社」

何を変えようとしているかというと、
(changing) the design on its tail from the letter “Z,” で「同社の尾翼にあるデザインを、Zの文字から」です。
its tail の its は「同社（の機体）の」という意味ですね。

which resembles the symbol on Russian tanks. で「（そのZの文字は）～に似てるため、ロシアの戦車に付いているシンボルに」です。
which は、カンマ（,）があるので関係代名詞の非制限用法です。
ここでは理由の意味で「～だから」という意味になっています。
