the ceremony「その式典」とは、沖縄戦から77年を記念する「沖縄全戦没者追悼式」のことです。

Gov. Denny Tamaki で「県知事のデニー玉城氏」です。
Gov. は Governor「知事」の略です。ピリオド（.）は、省略の印になります。
例：the U.S. = the United States

spoke of Russia’s invasion of Ukraine, で「～について話した、ロシアのウクライナ侵攻について」です。
speak of ～ で「～について話す」という意味の言い回しです。
invasion は「侵攻」です。
動詞形は invade イン[ヴェ]イドゥ「～を侵攻する、侵略する、～に入り込む」です。
Ukraine は「ウクライナ」ですが、発音はユーク[レ]インという感じになります。
ウクライナ人は Ukrainian ユーク[レ]イニァンです。

saying (that) ～ で「（また）～と言った」です。
は分詞構文で、and said ～ と同じ意味です。

that節内の主語は長いですが以下となります。
the destruction of towns, buildings and the local culture, as well as Ukrainians’ constant fear, で「街、建物、地元の文化の破壊、また、ウクライナ人たちの絶え間なく続く恐怖」です。
the destruction of towns, buildings and the local culture, がまず一つの名詞句で「～の破壊、街と建物と地元文化の」です。
towns, buildings and the local culture, と、 ～, ～, and ～ の列挙の型が使われています。
そしてさらに付け足して、as well as ～「また～も」です。
Ukrainians’ constant fear で「ウクライナ人たちの絶え間ない恐怖も」です。
Ukrainians’「ウクライナ人たちの」は Ukrainians の複数形にアポストロフィ（’）が付いた形です。
単数形につける場合は Ukrainian’s で、複数形の場合は Ukrainians’ とアポストロフィの位置が変わります。

remind us of our memory of ～ で「（それらは）私達に～の記憶を思い出させる」です.
remind ～ of … で「～に…のことを思い出させる」という意味の言い回しです。
何の記憶かというと、
our memory of the ground battle on Okinawa で「沖縄地上戦の記憶」です。
主格の関係代名詞 that でつなげて、
(that) embroiled citizens 77 years ago. で「（その地上戦は）市民を巻き込んだ、77年前」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
