while the CBD industry grows, で「CBD業界は成長しているものの」という意味です。
while ~「~する中、~ではあるものの」という逆説の意味の接続詞です。
CBD とは記事で紹介されている通り、Cannabidiol(カンナビジオール)の略称です。
麻の茎や種子から抽出される成分で、精神作用や中毒性がないことで知られており、医療や健康・美容業界から注目を集める成分とのことです。

possession of the plant it is derived from までが主語になります。
possession of the plant で「その植物の所持」です。
the plant (that) it is derived from で「その植物、それが(~から)抽出される」です。
it CBD を指しています。つまりCBDが抽出される植物、ということになります。
derive は「(~から)由来する、来ている、派生する」という意味の動詞です。
例:Her name is derived from ~.「彼女の名前は~を由来としている。」
the plant は、つまりは「大麻」のことですね。

その所持は、
remains highly illegal in Japan, で「高度に違法のままである、日本では」です。
remain ~ は「~のままでいる」という意味の動詞。
illegal イ[リ]ーガォで「違法な」です。否定の接頭辞 il-legal「合法な」がつながった言葉です。

stemming from ~ は、分詞構文の用法で「(そのことは)~に端を発する」です。
非制限用法の関係代名詞を使って, which stems from ~ としても同じです。
stem from ~ は先ほどの be derived from ~ と同義の言い回しです。
stem は名詞では「茎」という意味なので、茎から根っこの方に辿っていくイメージです。
何に端を発するかというと、
a law enacted in 1948 で「1948年に制定されたある法律」です。
さらに、
(a law) criminalizing cannabis で「大麻を違法化した(法律)」です。
criminalize クリミナライズは「~を違法にする、犯罪化する、(刑法などで)禁じる」です。

following ~ で「~の後で、~の直後に」という意味の前置詞です。
the end of World War II で「第二次大戦の終結」
and「そして」
subsequent U.S. occupation. で「それに続くアメリカ占領期」です。
subsequent [サ]ブセクウェントゥは「それに続く、次の」という意味の形容詞です。
例:the earthquake and the subsequent tsunami waves「その地震とそれに続く津波」

それではまず文節に分けて日本語に訳し内容を理解して下さい。
