hair donation は「髪の毛の寄付」です。小児がんなどの治療のために髪の毛を失った子供たちに贈るものだそうです。
カンマ（,）が入って、関係代名詞節の非制限用法です。
, which began in the United States in the 1990s, で「（それは）始まった、アメリカで、1990年代に」です。

そのヘアードネーションが、
is gathering steam in Japan で「勢いづいている、日本で」です。
gather steam で「勢いを増す、盛り上がる」という意味のイディオムです。
gather は「～を集める、～を徐々に積み重ねる」、steam は「蒸気」ですので、つまり蒸気機関車などが「蒸気圧を上げてスピードを上げる」イメージになります。

against the backdrop of ～ で「～を背景として、～という状況の中で」という意味の言い回しです。
backdrop はプロレス技のイメージが強いですが、ここでは「（劇場舞台の）背景幕、垂れ幕」のことです。
(against the backdrop of) increased awareness of volunteer activities. で「（～を背景として）高まった意識、ボランティア活動の」です。
increased awareness で「高まった意識」です。
increased はここでは形容詞として「高まった、高められた」です。
ほぼ同じ意味で increasing も形容詞としてよく使われますが、こちらは「高まっている、高まりつつある」という意味合いです。
例：developing country「発展途上国」、developed country「先進国」
