For we remember the lessons of our past, when twilight years were spent in poverty and parents of a child with a disability had nowhere to turn.

で「しかし、この国を築き上げてきた老いた世代を介護するか、またはこの国の未来を築き上げる若い世代に投資するかの二者択一というような考え方を我々は拒絶する。なぜなら、晩年は貧困の中に過ごし、障害のある子を持つ親はどこにも頼る場所がなかった過去の教訓を我々は覚えているからだ。」という意味になりす。

But「しかし」
we reject the belief that ～ で「私たちは～という考えを拒絶する」です。
belief は名詞で「信念、確信、思い込み、考え」と言った意味です。
the belief that ～ の that は【同格】のthat で「～という」という意味あいです。

どんな考え（思い込み）かというと、
(that) America must choose between ～ and ～ で「アメリカは～と～の間で選択しなければならない（という考え）」です。
つまり「二者択一を迫られる」というニュアンスです。
何と何の二者択一かというと、まず一つ目の選択肢が、
caring for the generation that built this country で「～を大事に扱うこと、～した世代を、この国を築いた（世代）」です。
care for ～ は「～を介抱する、～の世話をする」という意味から「～を愛する、～を大切に思う」という意味もあります。
the generation that built this country は「この国を築き上げた世代」はつまり「高齢者」ですね。
そして（and）もう一つの選択肢は、
investing in the generation that will build its future. で「～に投資すること、～する世代に、この国の未来を築く」です。
invest in ～ で「～に投資する」という意味のコロケーション。
the generation that will build its future.「今後この国の未来を築く世代」つまり「若者」です。
its future の its は America, this country を受けています。

For ～ で「なぜなら～だから、というのも～」という意味の等位接続詞です。

we remember the lessons of our past, で「私たちは～を覚えている（からだ）、私達の過去の教訓を」です。
lesson は「レッスン、授業、教習」という意味以外にも「（経験などから学ぶ）知恵、知識、教訓」という意味もあります。
その過去というのは、
our past を関係副詞の when で受けて「（その過去というのは）～していた時代」です。
どんな時代かというと、
(when) twilight years were spent in poverty「人々の晩年は貧困のうちに過された」です。
つまり老後保障制度などがなかった時代です。
twilight は「たそがれ時、夕暮れ時」という意味なので、twilight years で「晩年、老後」です。
in poverty は「貧乏で、貧困のうちに」という意味の副詞句。
and「そして」
parents of a child with a disability had nowhere to turn. で「障害のある子どもを持つ親はどこにも頼るところがなかった」です。
parents of a child with a disability までが主語です。
a child with a disability で「障害を持った子供」です。
have nowhere to turn で「頼る場所がどこにもない」です。
turn to ～ で「～に頼る」という意味のコロケーションですが、ここでは to が副詞 where に吸収されたかたちです。
例：go home「家に帰る」、go to school「学校に行く」

それではまず文節に分けて日本語に訳し内容を理解して下さい。

But we reject the belief that
しかし私たちは～という考えを拒絶する

America must choose between
アメリカは～と～の二者択一をしなければならない（という考え）

caring for the generation
～した世代を大事にすることと

that built this country
この国を築いた（世代を）

and investing in the generation
または、～する世代に投資すること

that will build its future.
国の未来を築く（世代に）

For
というのも

we remember the lessons of our past,
我々は過去の教訓を覚えているからだ

when
その過去には

twilight years were spent in poverty
人々の晩年は貧困のうちに過ごされた

and parents of a child with a disability
そして障害のある子を持つ親は

had nowhere to turn.
どこにも頼る場所がなかった

今度は「頭の中で」一行ずつ日本語に訳しながら…
