で「ドイツの主張によれば、東側ブロック諸国への補償は戦後数年で支払われており、さらに、ポーランドが東側で失った領土はドイツの戦前の土地で補償されている。ドイツ政府はその問題は終結したものと見ている。」という意味になります。

Germany argues (that) ～ で「ドイツは～だと主張している」です。
compensation was paid to East Bloc nations で「賠償金は支払われた、東側諸国に」です。
compensation で「補償（金）、賠償（金）、償い」です。
East Bloc は「東側ブロック」です。Bloc は「連合、圏」という意味ですので「東側（共産）圏」という意味合いになっています。
in the years after the war で「戦争のあとの何年間のうちに」です。
in the years after ～ で「～後の何年かに」という意味のコロケーションです。
the war は the World War II を指しています。

while ～ で「一方で、また～」という意味の対比の意味です。
territories that Poland lost in the East as borders were redrawn までが主語です。
territories (that) Poland lost in the East で「ポーランドが東側で失った領土」です。
as borders were redrawn で「国境線が引き直された時に」です。
redraw リドゥロー「線を再び引く、引き直す」という意味です。
re-（再び）＋ draw「線を引く、描く」
その領土は、
were compensated with ～ で「～で賠償された」です。
compensate [コ]ムペンセイトゥで「～を償う、賠償する」です。
何で償われたかというと、
with some of Germany’s pre-war lands. で「いくつかのドイツの戦前の土地で」

Berlin calls the matter closed. で「ベルリンはその問題は終了したものと考えている」です。
Berlin バーリンは「ベルリン」でドイツの首都ですが、ここでは「ドイツ政府」という意味です。
call the matter closed で「その問題は決着したと見なす」です。
consider the matter closed とも言えます。
call はここでは「～を…と見なす、～を…とする」という意味です。
例：call it all square「貸し借り無しとみなす」、call it quits「おあいことする、引き分けにする」
