で「『朝鮮人民軍参謀は、（韓国の）最近の陸上の前線での砲撃や拡声器放送というような挑発行為のすぐ後で、さらに海軍での侵入も行った敵たちに対して、再三にわたって重大な警告を送る。』と、北朝鮮は声明を出した。」という意味になります。

The KPA General Staff で「朝鮮人民軍参謀本部は」です。
KPA は Korean People’s Army の略。
General Staff は「参謀、一般幕僚」と言った意味になります。
Army General Staff「陸軍参謀本部」
once again で「またまた、再度、またもや」です。
sends a grave warning で「～を送る、重大な警告を」です。
grave は名詞では「墓」という意味もありますが、形容詞では「深刻な、ゆゆしき、重大な」です。
例：grave crises「重大な危機」
to the enemies で「敵たちに（送る）」です。
その敵とはどんな敵かというと、
who made even naval intrusion で「海軍の侵入までも行った（敵たち）」です。
naval ネイヴァォで「海軍の」です。
intrusion は「侵入」、動詞形は intrude「無理に侵入する、押し入る」

in the wake of ～ で「～のすぐ後に、～を受けて」という意味のコロケーション。
such provocations as ～ で「～のような挑発行為」です。
such ～ as … で「…のような～」となります。
provocation は「挑発、挑発行為」です。
動詞形は provoke プロヴォウクで「人を怒らせる、立腹させる」です。

どんな挑発行為なのかというと、
(as) the recent artillery firing で「最近の砲撃（などのような）」
artillery アーティレリィは「大砲」という意味の名詞。
例：artillery unit「砲兵部隊」
and「また」
loudspeaker broadcasting で「拡声器での放送」です。
on the ground front で「陸上の前線での」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
