“With great confidence in our caucus, I will not seek reelection to Democratic leadership in the next Congress,” Pelosi said, noting she will continue to represent her California district, as she has for 35 years. “The hour has come for a new generation to lead the Democratic caucus that I so deeply respect.”

で「『わが党幹部会を信頼し、次の連邦議会では私は民主党指導部への再選を目指さないことにしました。』とペロシ氏は語った。35年務めてきたカリフォルニア地区の代議士は続けると付け加えて。『私が深く敬服する民主党幹部会を、新しい世代が引っ張っていく時が来たのです。』」という意味になります。

“With great confidence in our caucus, で「大きな信頼をもって、我が党幹部会への」です。
confidence in ～ で「～への信頼」です。
この in の【信用】の用法は、believe in ～, trust in ～ などと同じですね。
caucus コーカスは「党幹部会、党員集会」と言った意味の名詞です。
例：Democratic Caucus「（米）民主党幹部会」、hold a caucus「党員集会を開く」

I will not seek reelection to ～ で「私は～を目指さない、～への再選を」です。
seek ～ は「～を求める、得ようとする」です。
reelection to Democratic leadership で「民主党指導部への再選」です。
re-election で「再選、再出馬」です。
in the next Congress で「次の議会で」です。
the Congress はアメリカの「連邦議会」。日本の国会（Diet）に相当します。

Pelosi said, で「～とペロシ氏は語った」

noting (that) ～ は分詞構文で「～と言及しつつ、～と言及しながらも」です。
何と言及したかというと、
(that) she will continue to represent her California district, で「彼女は続ける（ことを）、彼女のカリフォルニア地区を代表することを」です。
つまり、地元の代議士は続けると言うことですね。
represent ～ で「～を代表する」という意味の動詞です。
名詞形は representative リプリ[ゼ]ンタティヴ「代表者、代議士、議員」です。
as she has for 35 years. で「～なので、彼女は、代議士を務めてきた、35年間」です。
as ～ はここでは理由の意味で訳せばしっくりきますね。
she has 部分は、she has (represented the district) for 35 years とカッコ部分が省略されていると考えます。

“The hour has come で「時が来た」
for a new generation to lead ～ で「新しい世代が、～を率いる（時が来た）」
lead the Democratic caucus で「民主党幹部会を（率いる）」
(that) I so deeply respect.” で「私がこれほど深く尊敬する（民主党幹部会を）」

それではまず文節に分けて日本語に訳し内容を理解して下さい。

“With great confidence in our caucus,
わが党幹部会への大きな信頼とともに

I will not seek reelection
私は再選を目指さないことにした

to Democratic leadership
民主党指導部への

in the next Congress,”
次の連邦議会では
