You and I, as citizens, have the obligation to shape the debates of our time — not only with the votes we cast, but with the voices we lift in defense of our most ancient values and enduring ideals.

You and I, as citizens, have the obligation to shape the debates of our time — not only with the votes we cast, but with the voices we lift in defense of our most ancient values and enduring ideals.
で「私が今日述べた約束はアメリカ市民の約束なのです。そしてそれは我々の最も大きな望みを表しています。市民として、皆さんと私は、この国の進路を決定する力を持っています。市民として、皆さんと私は、この時代の議論を形作る義務を負っています。その手段は投票に限らず、我々の原初の価値観と不朽の理想を守っていくために声を上げることも必要です。」という意味になります。

They are the words of citizens で「それらは市民の約束なのだ」です。
they とは前述の the words I spoke today「本日わたしが述べた約束」を指しています。
つまり、大統領の特別な誓い(言葉)ではなく、一市民と同じものなのだ、ということですね。
and ~「そして~」
they represent our greatest hope. で「それらは、~を表している、私達の最も大きな望みを」です。
represent は「~を代表する」という意味以外にも「~を表す、象徴する」という意味もあります。

You and I, as citizens, で「みなさんと私は、市民として」
have the power to set ~ で「~をセットする力を持つ」です。
(the power to) set this country’s course. で「この国の行き先を決める(力)」
set a course で「進路を定める」という意味のコロケーション。

You and I, as citizens, で「みなさんと私は、市民として」
have the obligation to ~「~する義務がある」です。
obligation アブリ[ゲ]イションで「義務、責任」です。
動詞形は oblige オブ[ラ]イジ「~を義務付ける、強いる」です。
to shape the debates of our time で「我々の時代の議論を形作る」義務がある、です。
of our time で「我々の時代の」です。of today とも言えます。

not only ~, but …「~だけではなく…も」の形で、
(not only) with the votes we cast, で「(~だけではなく)私たちが投ずる票を使って」です。
the votes (that) we cast で「私たちが投ずる票」です。
cast a vote で「投票する」という意味のコロケーション。
but ~「(だけでなく)~も」
with the voices we lift で「私たちが上げる声を使って(も)」です。
lift a voice で「声を上げる」です。
raise a voice とも言えます。

in defense of ~ で「~を守るために」
our most ancient values and enduring ideals. で「我々の最も古い価値観と、続いていく理想(を守るために)」です。
our most ancient values アメリカでもっとも古い価値観とは、つまり建国の理念の事でしょう。
enduring ideals で「不朽の理想、尽きることの無い理想」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。

それらは市民の約束です

and they represent our greatest hope.
そして私たちの最も大きな希望を表しています

You and I, as citizens,
みなさんと私は、市民として

have the power
~する力を持っています

to set this country’s course.
この国の行く先を決める
