In the United States, で「アメリカでは」
egg prices have surged で「卵の価格が急騰している」です。
surge で「急騰する、急上昇する」という意味の動詞です。
大波が高まってうねるイメージです。
名詞でも使えて「急騰、殺到、大波」といった意味になります。
over the past year で「この一年で」です。
the past year は「この一年、ここ一年」という意味です。
because of ～「～の理由で、～のために」
the ongoing bird flu outbreak で「継続中の鳥インフルエンザの大流行（のために）」
and ～「そして～」
the highest inflation in decades. で「最高値になったインフレ（のために）、ここ数十年の中で」
high inflation で「高インフレ」です。

The national average retail price of a dozen eggs までが主語で「全国平均の小売り価格、一ダースの卵の」です。
a dozen eggs で「1ダースの卵」です。
hit $4.25 で「4.25ドルに達した」です。
hit は過去・過去分詞とも同じ形をとる動詞です。（hit-hit-hit）
ここでは過去形になっています。
in December,「12月に」
up from $1.79 a year earlier で「一年前の1.79ドルから上昇して」です。
この up from ～ の句は、being が省略された分詞構文です。

according to the latest government data. で「最新の政府資料によると」
