In a sense we’ve come to our nation’s capital to cash a check. When the architects of our republic wrote the magnificent words of the Constitution and the Declaration of Independence, they were signing a promissory note to which every American was to fall heir.

で「ある意味で、私たちは小切手を換金するためにこの我国の首都にやって来ているのだ。この共和国の立案者たちが合衆国憲法とアメリカ独立宣言という高尚な約束を書いた時、彼らは全てのアメリカ人が相続人となるべき約束手形に署名していたのだ。」という意味になります。

In a sense で「ある意味で」です。
we’ve come to our nation’s capital to cash a check. で「我々は我が国の首都にやって来た、小切手を換金するために」です。
our nation’s capital はこのスピーチを行っているリンカーン記念館があるワシントンD.C.を指しています。
cash a check は「小切手を換金する」ですが、比ゆ的に「当然の権利を行使する、実行に移す」という意味ですね。
cash はここでは動詞で「～を換金する、現金化する」です。

When ～「～したとき」
the architects of our republic wrote で「我が共和国の設計者たちが～を書いた（とき）」
architect は「建築家」という意味ですがここでは「（国の）設計者、（事業の）立案者」という意味です。
our republic「我が共和国」は the U.S. の言い替え表現です。
何を書いたときかというと、
(wrote) the magnificent words of ～ で「～という高尚な約束を」です。
words は「言葉」ですが、ここでは「約束、保証、請け合い」的な意味で訳しています。
words of the Constitution and the Declaration of Independence, で「～という約束、合衆国憲法や奴隷解放宣言（という）」です。
それぞれ固有名詞で the Constitution「アメリカ合衆国憲法」、the Declaration of Independence「アメリカ独立宣言」です。
それをした時、
they were signing a promissory note「彼らは約束手形に署名していたのだ」です。
they は the architects「設計者たち」を指しています。
promissory note で「約束手形」という意味になります。
先ほどの cash a check と繋がってきますね。
to which ～ は前置詞 to を伴った関係代名詞です。
直前の a promissory note を目的語に取った形で説明を加えています。
その約束手形は、
(to which) every American was to fall heir. で「全てのアメリカ人が～に相続することになるべき（約束手形）」です。
fall heir to ～ で「～を相続する、～の相続人になる、～を引き継ぐ羽目になる」という意味の言い回し。
heir はサイレントh でエアーと発音して「相続に、後継者」という意味の名詞。
be to do ～ は、【予定・運命・義務・命令・意図】などを意味して「～することになる」と訳せます。
例：The next meeting is to take place in Tokyo.「次の会合は東京で行われることになっている。」
