で「一般社団法人コンテンツ海外流通促進機構は、この急激な伸びは、人々がコロナ禍の中でいつもより多くの時間を屋内でエンタメのコンテンツに費やしたこと、また同様にストリーミングサービスをいつもより多く使ったことに起因していると考えている。」という意味になります。
The Content Overseas Distribution Association で「一般社団法人コンテンツ海外流通促進機構」という固有名詞です。
believes (that) ～ で「～だと信じている、～だと強く考えている」です。
the sharp rise was attributable to ～ で「その急激な伸びは～に起因している（と）」です。
the sharp rise は記事ですでに述べられている、2021年のネット上での日本エンタメコンテンツの海賊行為が、2019年に比べて5倍になった、ということを指しています。
be attributable to ～ で「～に帰属せしめられる」という意味。
動詞形は attribute「～のせいだと考える」です。
何に起因していると考えられるかというと、
(to) people spending more time indoors on ～ で「人々に、屋内で～にいつもより多くの時間を費やしていた（人々に）」です。
spend ～ on … で「～を…に費やす」という意味のコロケーション。
indoors は副詞で「屋内で」です。反対語は outdoors で「屋外で」となります。
何に時間を費やしていたかというと、
(on) entertainment content で「娯楽コンテンツに」です。
during the coronavirus pandemic, で「コロナ禍の間」です。
as well as greater uptake of streaming services. で「ストリーミングサービスのいつもより多い摂取も同様に」です。
as well as ～ は「～も同様に」という意味で、何かを追記したいときに使える表現です。
greater uptake of ～ で「いつもより多い～の摂取」です。
uptake は「（空気などの）摂取、吸収、取り込み」という意味の名詞です。
