We have also come to this hallowed spot to remind America of the fierce urgency of Now. This is no time to engage in the luxury of cooling off or to take the tranquilizing drug of gradualism. Now is the time to make real the promises of democracy.

で「我々はまたこの神聖な場所に、アメリカに今という激烈な緊急性を思い出させるためにやってきた。冷却期間という贅沢にかまけたり、漸進主義という鎮静剤を飲んでいる場合ではないのだ。今こそ民主主義という約束を現実のものにする時だ。」という意味になります。

We have also come to this hallowed spot で「我々はまたこの神聖な場所にやってきた（～するために）」です。
hallowed spot で「神聖な場所」です。
hallow は「～を神聖化する」という意味の動詞。ここでは hallowed で形容詞的に使われています。
this hallowed spot はリンカーン記念堂のこと。
ちなみにリンカーンの有名な「ゲティスバーグの演説」にも、この hallow がでてきます。

to remind America of the fierce urgency of Now. で「アメリカに、今という激烈な緊急性のことを、思い出させるために」です。
remind ～ of … で「～に…のことを思い出させる」という意味のコロケーションです。
例：It reminds me of my mother.「それを見ると母のことを思い出す。」
the fierce urgency of Now. で「今という、熾烈な緊急性」です。
urgency は「緊急性、切迫感、切羽詰まっている状態」です。
形容詞形は urgent アージェントゥ「差し迫った、緊急の」です。
例：urgent situation「緊急事態」

This is no time to do ～ で「今は～している場合ではない」という意味の言い回しです。
何している場合ではないかというと、
(to) engage in the luxury of cooling off で「～にかまける、冷却期間というぜいたくに」です。
engage in ～ で「～に携わる、関わる」という意味以外にも「～にふける、～にかまける」と意味でも使われます。
例：engage in a daydream「空想にふける」
the luxury of cooling off の of は「～という」という意味の同格の of です。
cooling off は「冷却」ですが、熱を冷ますこと、しばらく様子を見ること、です。
or ～「または～」
(to) take the tranquilizing drug of gradualism. で「漸進主義という鎮静剤を飲（んでいる場合ではない）」です。
gradualism は「（政策などの）漸進主義」です。あまり急がずに少しずつ進めよう、という考え方。
反対は radicalism「急進主義」です。

Now is the time to make real the promises of democracy. で「今こそ、民主主義というあの約束を現実のものにするときだ」です。
make ～ real で「～を現実のものにする」です。
ここでは real と the promises of democracy の語順を入れ替えています。
make the promises of democracy real としても同じです。

それではまず文節に分けて日本語に訳し内容を理解して下さい。

我々はまたこの神聖な場所に来ている

to remind America
アメリカに～を思い出させるため

of the fierce urgency of Now.
今という切羽詰まった状況を

This is no time
今は～している場合ではない
