で「セスナ社のその単発エンジンプロペラ機は、エンジンの故障でパイロットが緊急事態を宣言した時、3人の大人と4人の子供を乗せていた。その小型機はその後まもなくレーダーから消え、生存者の捜索が始まった。」という意味になります。

The Cessna single-engine propeller plane までが主語で「セスナ社のその単発エンジンプロペラ機」です。
今回墜落したその飛行機のことですね。
Cessna は「セスナ社」という社名なのでキャピタライズされています。
was carrying three adults and the four children で「～を運んで（乗せて）いた、3人の大人と、4人の子供を」です。
when ～「～した時」です。
(when) the pilot declared an emergency で「そのパイロットが緊急事態を宣言した（時）」です。
declare an emergency で「緊急事態を宣言する」という意味のコロケーションです。
due to an engine failure. で「エンストのせいで」です。
due to ～ は「～のせいで、～のために」と原因を意味します。

The small aircraft で「その小型機は」です。先ほどの The Cessna single-engine propeller plane のパラフレーズ（言い換え）ですね。
fell off the radar で「レーダーから消えた」です。
fall off the radar で「レーダーから消える」という意味の言い回しです。
drop off the radar や disappear off the radar などとも言えます。
a short time later で「ちょっと後で」という意味のコロケーション。
and ～「そして～」
a search for survivors began. で「生存者たちの捜索が始まった」です。
